Skills in applying information technology to evaluate the quality and effectiveness of legal aid

(Chinhphu.vn) - The Department of Legal Education Dissemination and Legal Aid, Ministry of Justice, has just organized a conference to train skills in applying information technology to monitor, appraise, and evaluate the quality and effectiveness of legal aid.

The conference was held in Hue City to implement the project plan "Enhancing legal aid for the poor and vulnerable" funded by the World Bank from the support of the Japan Social Development Fund.

Speaking at the opening of the Conference, Ms. Vu Thi Huong, Deputy Director of the Department of Legal Education and Dissemination and Legal Aid, emphasized the construction and exploitation of electronic records of legal aid cases and legal aid databases as stipulated in Clause 3, Article 39 of the Law on Legal Aid 2017.

In accordance with the provisions of the Law, since 2019, the Ministry of Justice has built and deployed the System for managing legal aid organizations and activities (the System). Up to now, the System has helped State Legal Aid Centers and organizations participating in legal aid in updating legal aid case files, organizational and personnel information at legal aid organizations and has initially connected and shared with the National Population Database according to Decision No. 06/QD-TTg dated January 6, 2022 of the Prime Minister approving the Project on developing applications of population data, identification and electronic authentication to serve national digital transformation in the period 2022-2025 with a vision to 2030.

On November 9, 2022, the Central Executive Committee issued Resolution No. 27-NQ/TW on continuing to build and perfect the socialist rule-of-law State of Vietnam in the new period, including the direction "Modernizing and enhancing the application of information technology in the legal aid system" at Point 7, Section IV (Tasks and solutions). Resolution No. 66-NQ/TW dated April 30, 2025 of the Politburo on innovating the work of building and enforcing laws to meet the requirements of national development in the new era clearly states: "Promoting the application of digital technology, synchronous digital transformation in the dissemination, education of law and legal aid activities...".

Therefore, enhancing the application of information technology in legal aid activities is very necessary to implement the Party's policy, while improving the effectiveness of state management in this work.

At the Conference, lecturer Do Thi Hao, Deputy Head of the Digital Transformation Department, Department of Information Technology, Ministry of Justice shared about the current status of establishing case files and digitizing case files on the Legal Aid Organization and Operation Management System; exploiting data on the system; establishing electronic data as legal aid case files according to legal regulations on legal aid under the new government model; applying information technology in monitoring, appraising, evaluating the quality and effectiveness of legal aid cases, etc.

At the same time, the lecturer coordinated with the technical support team of the Department of Legal Education Dissemination and Legal Aid to guide students in practicing the trained operations on the computer.

In particular, the students actively exchanged and discussed, and had the lecturers answer questions about unclear issues, difficulties and problems in the process of implementing the System and problems in the process of providing legal aid, especially in the context after merging provinces and cities under the new government model.
