July, the month of noble deeds, gratitude and remembrance, gratitude to the heroic martyrs who heroically sacrificed for the independence, freedom and happiness of the nation. With the traditional morality of "When drinking water, remember its source", in recent years, the Provincial Party Committee, People's Council and People's Committee have always paid attention to directing the good implementation of preferential regimes and policies for people with meritorious services to the revolution; promoting the movement of "Repaying gratitude", taking care of the material and spiritual life of policy beneficiaries.

Through the revolutionary struggles, national liberation and war to defend the Fatherland, Nam Dinh province has over 36 thousand martyrs; 2,902 Vietnamese Heroic Mothers; over 25 thousand wounded soldiers, 16 thousand sick soldiers; over 800 veteran revolutionary and pre-uprising cadres; nearly 1,600 revolutionary and resistance activists were captured and imprisoned by the enemy; over 10 thousand resistance activists were infected with toxic chemicals; over 200 thousand people with achievements in participating in the resistance were awarded Resistance Medals, Orders, and Certificates of Merit of various types.
Imbued with the teachings of beloved Uncle Ho, inheriting and promoting the traditional morality of "When drinking water, remember its source" of our nation, under the leadership and direction of the Provincial Party Committee, People's Council, Provincial People's Committee, all levels, sectors, socio-political organizations, mass organizations and people of all walks of life always strive to do a good job in the work of war invalids and martyrs, taking care of NCC: resolving preferential policies for NCC subjects, especially reviewing and resolving post-war policy backlogs, newly amended and supplemented policy subjects. Launching and promoting the movement of "Repaying gratitude" at all levels, sectors and people of all walks of life to mobilize the combined strength of the whole society to participate in taking care of NCC policy subjects.
Attention has been paid to the care of martyrs' graves, cemeteries, and martyrs' memorials: activities of transporting and receiving martyrs' remains, creating conditions for martyrs' families to visit graves, and moving martyrs' remains are carried out in accordance with regulations. Currently, the whole province has 213 martyrs' cemeteries, 9 temples, and martyrs' memorials. Every year, along with the central budget support, localities have mobilized people to contribute and allocated local budgets to repair and embellish works honoring martyrs with a value of tens of billions of VND. In 2022, the whole province built and repaired 66 works, with a total cost of 36.8 billion VND, of which the central budget supported 32 works with a cost of more than 12 billion VND. During the year, the "Repaying gratitude" Fund at all 3 levels collected over 9 billion VND; the whole province has 191 houses of NCC with the revolution that have been newly built, repaired, and upgraded; with a total amount of over 8.4 billion VND. Organize visits, encouragement, and gift distribution to nearly 59,000 meritorious people and relatives of martyrs on the occasion of the Lunar New Year of Nham Dan and the 75th anniversary of War Invalids and Martyrs Day (July 27, 2022) with a total amount of over 135 billion VND (of which: gifts fromthe President are over 36.3 billion VND; gifts from the Provincial Party Committee, People's Council, and Provincial People's Committee are over 59 billion VND; gifts from district, commune levels and organizations and individuals are nearly 40 billion VND). Visit and present gifts to the Centers and seriously ill and wounded soldiers of Nam Dinh province who are recuperating at the Centers for the care of NCC in other provinces. The work of resolving and managing, implementing preferential regimes and policies for NCC with the revolution in recent years has been given special attention by the province. In the first 6 months of 2023, the province has resolved for more than 7,000 NCCs, relatives of NCCs with the revolution and related subjects to enjoy the regimes and policies according to regulations. Up to now, Nam Dinh province has no application for policy settlement of NCCs and relatives of NCCs who are eligible according to the prescribed documents but have not been resolved with preferential regimes and policies.
The whole district of Ý Yên has over 5,700 martyrs, 5,719 wounded and sick soldiers, and more than 500 Vietnamese Heroic Mothers who have been awarded and posthumously awarded. In the past time, the district has directed all levels and sectors to pay attention to caring for policy beneficiaries and NCC with specific and practical actions. From 2022 to present, the district's "Repaying gratitude" Fund has supported 5 households to build new houses and 14 households to repair solid and safe houses, with a total cost of 880 million VND. Many communes and towns in the district have also mobilized socialized resources to repair and upgrade works at local martyrs' cemeteries such as Yen Tan, Yen Nghia, Yen Dong communes... Hai Hau district currently has more than 4,600 people who heroically sacrificed, over 2,000 people left part of their blood and bones on the battlefield, 399 mothers were awarded and posthumously awarded the title "Vietnamese Heroic Mother". To show gratitude and remember the heroic martyrs, each year the district-level "Repaying gratitude" Fund mobilizes over 100 million VND, and the commune-level fund from 15 to 40 million VND/commune. The district has implemented support according to Decision No. 22/QD-TTg of the Prime Minister to build 211 new houses, repair 486 houses, a total of 697 houses with a total cost of over 18 billion VND. The Steering Committee for searching and collecting martyrs' remains in Hai Hau district has regularly disseminated and seriously implemented Decision No. 1237/QD-TTg of the Prime Minister on searching and collecting martyrs' remains. Up to now, the whole district has organized the reception of nearly 120 martyrs' remains from within and outside the country for burial in their hometowns with solemnity and proper rituals. Along with resolving preferential policies and regimes for the remaining beneficiaries, the district directs localities to effectively implement the work of "Repaying gratitude", with the goal of further improving the living standards of beneficiary families and ensuring that 100% of beneficiary families in the province have a standard of living equal to or higher than the average standard of living of local people in their place of residence.
Comrade Hoang Duc Trong, Member of the Provincial Party Committee, Director of the Department of Labor, War Invalids and Social Affairs said: Actively promoting the "Repaying gratitude" activities to support and improve the lives of policy beneficiaries of the province's NCC, commemorating the 76th anniversary of War Invalids and Martyrs Day, the Department of Labor, War Invalids and Social Affairs advised the Provincial Party Committee and the Provincial People's Committee to organize the presentation of gifts from the President according to Decision No. 715/QD-CTN dated June 19, 2023; gifts from the Provincial Party Committee, People's Council, People's Committee, and Provincial Fatherland Front Committee to nearly 58,500 NCC and relatives of martyrs; total cost of more than 29 billion VND. Promoting the "Repaying gratitude" movement, mobilizing all local resources, contributing to the good implementation of the Party's guidelines and policies, the State's policies and laws on caring for NCC and relatives of martyrs. Mobilize agencies, units and enterprises to actively participate and contribute to the "Repaying gratitude" Fund at all levels to have conditions to take care of the material and spiritual life of families of policy beneficiaries of the NCC with the revolution. Focus on repairing and upgrading works honoring martyrs in the province and activities of visiting martyrs' cemeteries, lighting candles to pay tribute to heroic martyrs... Fully and promptly resolve preferential regimes and policies for NCC and relatives of NCC according to regulations. Focus on reviewing recognition records and resolving policies for NCC according to new regulations; organize nursing care for the health of NCC and relatives of martyrs at nursing facilities; resolve preferential regimes in education and training; issue health insurance cards for NCC./.
