On the morning of November 17, the Department of Culture, Sports and Tourism held a ceremony to celebrate Vietnam Cultural Heritage Day (November 23). Attending the ceremony were Mr. Vu Ngoc Tri, Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Council.

On February 24, 2005, the Prime Minister signed Decision No. 36 on taking November 23 every year as Vietnam Cultural Heritage Day. Thereby, it aims to contribute to raising awareness, consciousness and responsibility in the political system and among the entire population about protecting, preserving and promoting the values of national cultural heritage. In 2023, heritage conservation work in Thai Binh achieved many important results. The Department of Culture, Sports and Tourism has advised, coordinated and organized the implementation of many tasks and solutions to continue preserving and promoting cultural heritage, focusing on the urgent restoration of 80 historical and cultural relics, appraising 12 large-scale relic restoration projects; advising the Provincial People's Committee to submit to the Ministry of Culture, Sports and Tourism for appraisal of 2 national relic restoration projects. Implement the scientific topic "Collecting, researching, preserving and promoting the value of Han Nom heritage at 2 special national relics in Thai Binh province"; develop an outline and implement a project to digitize cultural heritage in the province to serve heritage management, tourism development, risk prevention, prioritizing 3D digitization, 360-degree digitization for a number of special national relics, national relics, national treasures, artifacts in museums, etc.

Speaking at the ceremony, Mr. Vu Ngoc Tri, member of the Provincial Party Committee, Vice Chairman of the Provincial People's Council, requested the culture, sports and tourism sector and those who are working together to preserve and promote cultural heritage values to continue to promote the propaganda work on Vietnam Cultural Heritage Day to arouse pride in the nation's cultural traditions. Strengtheneducation , raise awareness, widely disseminate good traditional cultural values, typical tangible and intangible cultural heritages of the province; encourage the maintenance, restoration, teaching of traditional crafts and organize intangible cultural performances. Implement well the preferential treatment policy for artisans and artists who hold and have contributed to teaching and popularizing intangible cultural heritage. Focus on directing and organizing the implementation of the goals, tasks and solutions set out in the Resolution of the 20th Provincial Party Congress, term 2020 - 2025. Organize the collection, research, translation, and editing of publications about the land and people of Thai Binh, Han Nom documents in historical relics, villages, families, clans, etc. Strengthen effective coordination with Party committees and authorities at all levels in advising and mobilizing resources to restore, embellish, preserve, and promote cultural heritages. Strengthen supervision, inspection, and examination of the implementation of the Law on Cultural Heritage and mobilize investment for the preservation and promotion of cultural heritage values from all sources of investment funds.
At the ceremony, the Vice Chairman of the Provincial People's Council presented certificates from the Minister of Culture, Sports and Tourism to include the linen weaving craft in Nam Cao commune (Kien Xuong) and Bong Dien festival in Tan Lap commune (Vu Thu) in the list of national intangible cultural heritages; presented certificates of national relic ranking to Giang Temple in Dong A commune (Dong Hung); and presented certificates of provincial relic ranking to 10 relics in the province.
The leaders of the Department of Culture, Sports and Tourism awarded certificates of merit from the Director of the Department of Cultural Heritage to artisans who actively participated in the national action program to protect and promote the value of intangible cultural heritage practicing the worship of the Mother Goddesses of the Three Realms of the Vietnamese people in the period 2017 - 2022.
During the ceremony, the leaders of the Provincial Cultural Center reported the results of the 2023 contest for writing scripts, skits for Cheo theater, and Cheo songs; reported the results of the 2023 Ca Tru art teaching class. The leaders of the Department of Culture, Sports and Tourism awarded first, second, third, and consolation prizes to the authors who won the Cheo theater script and Cheo song awards. At the same time, the leaders of the Department of Culture, Sports and Tourism also awarded certificates of merit to the Ca Tru art teachers and outstanding students of the Ca Tru art teaching class; and awarded certificates to nearly 30 students participating in the Ca Tru art teaching class.
On this occasion, the Provincial Cultural Center established the Thai Binh Ca Tru Club and introduced the Club's Executive Board.
