Animal husbandry engineer assigned to manage education in commune, Ministry of Education and Training "urgently" requested

(Dan Tri) - After the merger, civil servants who previously worked at the Department of Education and Training or education managers and teachers at all levels with expertise and experience will be assigned to be in charge of education and training at the commune level if qualified.

Above is the latest guidance from the Ministry of Education and Training sent to the People's Committees of provinces and cities to remove difficulties and obstacles in education after more than a month of merging and operating two-level governments.

Accordingly, the Ministry of Education and Training requested the provincial People's Committee to consider and reasonably allocate civil servant staff at the provincial and communal levels to ensure sufficient quantity, quality, and the right people for the right jobs.

Localities have appropriate solutions to mobilize civil servants who have previously worked at the Department of Education and Training or receive and second educational managers and teachers at all levels with appropriate expertise and experience to arrange them to be in charge of the field of education and training at the commune level if qualified.

Personnel who have worked in the Department of Education and Training or experienced teachers can be transferred to the commune level (Illustration: My Ha).

Consider and establish a commune-level education advisory council, consisting of education managers and teachers who are working or retired, so that no administrative units or organizations arise.

In the document issued today (August 15), the Ministry of Education and Training also requested the People's Committees of provinces and cities to consider and assign the Department of Education and Training to take the lead in recruiting, receiving, mobilizing, seconding, and transferring teachers and staff in educational institutions in the province. The Chairman of the People's Committee at the commune level only carries out the recruitment and use of civil servants if delegated. This is done in accordance with regulations, helping to resolve problems after the merger.

To ensure adequate staffing in public educational institutions for the 2025-2026 school year, the Ministry of Education and Training requests that provincial People's Committees maintain stability and ensure the number of teachers, staff, and workers in educational institutions in preparation for the 2025-2026 school year.

Continue to direct the implementation of teacher recruitment and solutions to ensure the staff and team of preschool and general education teachers in accordance with the direction of the Prime Minister .

In case recruitment has not been carried out, the Ministry requests the Provincial People's Committee to consider, arrange funding and sign labor contracts or mobilize, second, and arrange inter-school and inter-level positions to ensure sufficient staff for the new school year.

Educational institutions in communes and wards after the merger continue to apply the method of calculating teacher quotas by region as before the arrangement until new instructions are issued.

In addition, the Ministry of Education and Training also provides guidance on the implementation of student/class quotas in primary and secondary schools. Accordingly, the provincial level is allowed to decide on the number of students/class lower or higher than the average level, so as to suit the reality.

The implementation roadmap is as follows: Based on the specific situation, the principals of educational institutions propose to the People's Committees at the commune level on the number of students per class; the People's Committees at the commune level report to the Department of Education and Training to submit to the Chairman of the Provincial People's Committee to resolve special situations arising during the implementation process.

The report of the Department of Teachers and Educational Managers cited figures from a quick survey by the Ministry of Education and Training on data of about 1,000 civil servants assigned to work at the Department of Culture and Society at the commune level, assigned to be in charge of the education sector, 302/1,000 surveyed commune-level education civil servants did not have expertise related to education.

Even many commune-level education managers have expertise in completely "unrelated" fields such as bachelor's degrees in land management, animal husbandry engineering...

The list of expertise of this group of cadres also includes: construction engineer, bachelor of food industry, bachelor of accounting, bachelor of business administration, bachelor of communications, bachelor of law, basic military college, pharmacist...

According to information from localities, the number of commune-level education managers with expertise or previous experience in the education sector only accounts for about 20-30%.
