On October 15th, during the closing session of the First Congress of the Ho Chi Minh City Party Committee, Ms. Truong Thanh Nga, Deputy Head of the Propaganda and Mass Mobilization Department of the Ho Chi Minh City Party Committee, presented a summary report of delegates' comments on the draft documents of the First Congress of the Ho Chi Minh City Party Committee, term 2025-2030, and a summary report of delegates' comments on the draft documents of the 14th National Congress of the Party.
According to Ms. Nga, during the working session on the afternoon of October 14th, the delegates discussed and agreed upon many valuable ideas.
Regarding education and training, there is strong consensus on building Ho Chi Minh City into a leading regional center for education, training, science, and technology, with a focus on developing high-quality human resources to meet the requirements of industrialization, modernization, and international integration.

Delegates noted that Ho Chi Minh City needs breakthrough policies to attract and develop a team of teachers, especially high-quality teachers and lecturers; and to strengthen cooperation with businesses and international research institutes to build training models that are linked to practical needs.
In addition, the education sector in Ho Chi Minh City needs to promote university autonomy, make English the second language, and strengthen skills training for students, especially skills related to artificial intelligence.
Delegates expect that, during the period 2025-2030, schools in Ho Chi Minh City will meet national standards. The city needs to research and develop mechanisms and policies to attract international and domestic experts, recruit talented individuals into the public sector, and implement training policies for officials and civil servants to meet the demand for high-quality human resources.
Regarding higher education, delegates suggested supplementing mechanisms and policies for the development of higher education, especially reviewing land allocation, providing incentives and exemptions from land use fees; and utilizing surplus and unused premises to invest in educational facilities in accordance with the sector's development plan.
The city is also proposed to invest in infrastructure, mechanisms, and policies for universities to become key universities in the region.

In addition, Ho Chi Minh City also needs to issue specific mechanisms and policies to attract high-quality human resources to teach subjects such as Vietnamese Studies, Engineering, Painting, Music, etc., without necessarily requiring them to be teachers trained in pedagogy.
Delegates further suggested that, in vocational education and training, there should be a collaborative program between schools and businesses to ensure the quality of training is aligned with practical needs, meets the demands of the labor market, and effectively addresses employment issues for students.
In addition to the above, delegates also suggested supplementary solutions to promote the dissemination, preservation, and development of folk art forms; and to build and develop Ho Chi Minh cultural spaces in schools, linked to extracurricular activities to educate the younger generation.
