On October 15, at the closing session of the 1st Ho Chi Minh City Party Congress, Ms. Truong Thanh Nga, Deputy Head of the Propaganda and Mass Mobilization Department of the Ho Chi Minh City Party Committee, presented a report summarizing delegates' comments on the draft documents of the 1st City Party Congress, term 2025-2030 and a report summarizing delegates' comments on the draft documents of the 14th National Party Congress.
According to Ms. Nga, in the working session on the afternoon of October 14, delegates discussed and agreed on many valuable opinions.
Regarding education and training, there is high consensus on building Ho Chi Minh City into a leading regional center of education - training, science - technology, with a focus on developing high-quality human resources to meet the requirements of industrialization, modernization and international integration.

Delegates recognized that Ho Chi Minh City needs to have a breakthrough policy to attract and develop a team of teachers, especially high-quality teachers and lecturers; and strengthen cooperation with businesses and international research institutes to build a training model linked to practical needs.
In addition, the education sector of Ho Chi Minh City also needs to promote university autonomy, make English the second language, and enhance skills training for students, especially skills related to artificial intelligence.
Delegates expect that in the period 2025-2030, schools in Ho Chi Minh City will meet national standards. The city needs to research, have mechanisms and policies to attract international experts at home and abroad, attract and recruit talented people into the public sector, and have training policies for officials and civil servants to meet the demand for high-quality human resources.
Regarding higher education, delegates said it is necessary to supplement mechanisms and policies for higher education development, especially reviewing land funds, incentives, and exemptions from land use fees; taking advantage of redundant and unused headquarters to invest in educational facilities according to the industry development plan.
The city is also proposed to invest in infrastructure, mechanisms and policies for universities to become key universities in the region.

Along with that, Ho Chi Minh City also needs to issue specific mechanisms and policies to attract high-quality human resources to participate in teaching subjects such as: Vietnamese Studies, Engineering, Painting, Music... without necessarily having to be teachers trained in pedagogy.
Delegates further proposed that in education and vocational training activities, there should be a joint program between schools and businesses to ensure training quality linked to practical needs, meet labor market requirements, and solve employment problems for students.
In addition to the above contents, delegates also mentioned additional solutions to promote propaganda, preserve and promote folk art forms; build and develop Ho Chi Minh cultural space in schools, associated with extracurricular learning activities to educate the young generation.
