On August 9, 2024 , the Ministry of Home Affairs reviewed the dossier to establish Dong Trieu city - the 5th city of Quang Ninh. In the past time, the Party Committee, government and people of Dong Trieu town have focused on implementing 3 strategic breakthroughs, maximizing potentials and advantages, expecting to become a new growth pole in the West of the province.
Dong Trieu mobilizes all resources, diversifies investment forms, accelerates development, completes synchronous and modern socio -economic infrastructure, and promotes regional connectivity. The town resolutely directs the disbursement of public investment capital, attaching the responsibility of the heads of agencies, units, and localities. In the first 6 months of 2024, the town disbursed 208,755 billion VND, equal to 41% of the capital plan assigned at the beginning of the year, equal to 32% of the adjusted capital plan. The town is implementing 6 transitional projects, 23 newly started projects . At the same time, it resolutely directs the acceleration of investment preparation progress for 43 projects; by June 30, 2024, 30 projects had approved investment policies, 13 projects were completing investment preparation work.
The town builds an urban development roadmap for the 2022-2025 period; a housing development plan for the 2022-2025 period, with a vision to 2030; builds and forms new urban areas according to the province's policies. The town establishes and approves plans for housing development projects; selects investors to implement the projects.
The town mobilizes and effectively uses investment resources to build and develop synchronous infrastructure in a modern direction; gradually manages urban planning well. The town focuses on investing in technical infrastructure works, changing the appearance of the town in a civilized and modern direction. In which, many important traffic works are being invested, completed, and put into operation, such as: Upgrading provincial roads 327, 333, 345; the road connecting Hung Dao intersection to Hong Phong ward residential area... The medium and low voltage power grid system ensures continuous power supply for socio-economic development; the clean water supply network is expanded; environmental sanitation is given attention.
The town plans and builds a number of new urban residential areas associated with commercial and service development, such as: Vinh Thong residential area, Vinh Hoa C residential area, Mao Khe ward; Kim Thanh residential area, Kim Son ward; Residential area on both sides of Road 332, Hong Phong ward... The town mobilizes and effectively uses resources to invest in urban construction and embellishment, adding lighting systems and trees; building and upgrading drainage systems in concentrated residential areas...
Several urban renovation and beautification projects have been and are being implemented: Landscape renovation of the intersection of Hung Dao ward bypass; Cau Cam area of Hung Dao ward, Xuan Son ward; Dong Trieu bypass area, Dong Trieu ward, Duc Chinh ward; sidewalks on both sides of National Highway 18, Binh Luc Thuong area, Hong Phong ward; sidewalk renovation in Dong Trieu area and Mao Khe area... have changed the urban appearance a lot, creating many new development opportunities.
Administrative reform, improving the investment and business environment and developing enterprises are considered by the town as one of the keys to building the city. According to Ms. Nguyen Thi Huong Lieu, Director of the Town Public Administration Center, up to now, 269 administrative procedures of specialized departments and offices at the Town Public Administration Center have been publicized and implemented, 71 administrative procedures under the jurisdiction of vertical units located in the town; the commune-level reception and result delivery department has publicized and implemented 116/124 administrative procedures.
The Town Public Administration Center promotes administrative procedure reform in the electronic environment, so that people and businesses can access services anytime, anywhere. The Center maintains the digitization of records from the reception stage to the results of administrative procedure settlement, reaching 100%; the rate of non-cash payments reaching 100%; the rate of records submitted via online public services reaching 80% or more. The Center has digitized 10,924 input records, reaching 100%; returned 10,318 electronic results, reaching 95.63%. The commune-level reception and result return department digitized 7,247 input records, reaching 99.55%; returned 7,140 electronic results, reaching 98.61%.
The town organized work with the electricity, water, and telecommunications sectors regarding coordination in management, investment, and removing difficulties for businesses. In the first 6 months of 2024, the town resolved 15 dossiers related to land procedures for businesses; adjusted land lease boundaries after recovering part of the area to implement the riverside road project for 5 businesses; dossiers requesting land allocation to implement works and projects of 6 units; dossiers requesting land lease extension of 4 organizations. The town supported the acceleration of non-budget projects: Dong Trieu Golf Course; Trang An Industrial Park; Thuy An Viet beverage factory...).
The town sends cadres to attend training courses, training and fostering according to the programs of the provincial departments and branches; strengthens training, improves professional expertise and work handling skills for civil servants and public employees, meeting the requirements of performing tasks; fully implements policies and regimes for civil servants and public employees; updates, supplements and cleans data on civil servants and public employees on management software...
Effectively implementing 3 strategic breakthroughs creates an important premise for Dong Trieu to begin the journey of a young city with many great achievements in the future.
