
According to the assessment, during the implementation of the two-level government, the whole province had 11 departments and branches issuing decisions to establish working groups to strengthen support for communes; 7 departments and branches and 2 communes and wards seconded 17 civil servants and public employees to vacant positions, including 5 civil servants and 12 public employees.
The agencies have mobilized, arranged, and assigned 29 civil servants of the Party Committee and People's Committee of communes and wards with excess staff compared to the quota; mobilized 3 provincial-level civil servants to work at commune-level professional departments; 14 cadres and civil servants at commune-level professional departments were mobilized to Party and mass organization agencies; 10 people from Party and mass organization agencies to work at commune-level professional departments; 5 people transferred jobs between commune-level professional departments.

Currently, Lai Chau has 17,418 cadres, civil servants and public employees. The People's Committee of this province has approved 1,003 people to retire early and quit their jobs according to Decrees 177, 178/2024/ND-CP and 67/2025/ND-CP, with a total payment of more than 897 billion VND. In addition, 7 cases of staff reduction and 547 non-professional commune-level workers to quit their jobs have also been approved.
Lai Chau currently has 2,037 offices and public service facilities, of which 1,945 are retained, 86 are harmonized, and 6 surplus facilities have been handed over to the Provincial Land Fund Development Center for management and exploitation.
As of September 16, 2025, 29/38 communes, wards and 7/8 agencies and units have submitted documents proposing to hand over assets; of which 15 communes and 4 units have made decisions to hand over assets for use. The whole province currently has 1,958 cadres, civil servants and public employees in need of public housing, of which 607 have been arranged accommodation.

The quality of administrative procedure settlement has been improved, the rate of files returned on time and before the deadline reached 98.8%. The province has established 3 working groups to assist the Steering Committee; 17 departments, branches and 38 communes have established a Steering Committee to implement the model.
Since July 1, the province has issued 26 documents on decentralization and delegation of power and organized 12 inspection teams led by members of the Provincial Party Standing Committee to guide and remove difficulties, ensuring the new apparatus operates effectively.
Delegates assessed that there are still difficulties such as unclear decentralization and delegation of power; inadequate headquarters and equipment; increased workload at the commune level, and some cadres holding multiple jobs, so efficiency is not high.

Provincial Party Secretary Le Minh Ngan requested all levels and sectors to step up concretization of goals and practical solutions; perfect functions, tasks, coordination regulations, arrangement and consolidation of organizational apparatus; ensure regimes and policies for cadres, civil servants and public employees during the arrangement.
At the same time, improve the quality of public administration activities, pay attention to motivating grassroots officials, evaluate the practical operation of the 2-level model, learn from experience, serve digital transformation and socio-economic development well, and strive to achieve economic growth of 8% or more.
Previously, responding to the call of the Central Committee of the Vietnam Fatherland Front , Lai Chau Provincial Party Committee organized donations to support people affected by natural disasters caused by storm No. 10 at the Provincial Party Committee's bridge and communes and wards.
