Lai Chau aims for green, fast and sustainable development

On the afternoon of September 18, the 15th Congress of Lai Chau Provincial Party Committee, term 2025-2030, officially opened. General Trinh Van Quyet, Secretary of the Party Central Committee, Director of the General Department of Politics of the Vietnam People's Army, attended and directed the congress; also attending were 350 delegates, representing more than 31,000 party members of Lai Chau.

With the motto "Solidarity - Democracy - Discipline - Creativity - Development" , this Lai Chau Provincial Party Congress has the task of summarizing and comprehensively evaluating the results of implementing the Resolution of the 14th Congress; pointing out the advantages, limitations, causes; and drawing lessons.

Review the leadership of the 14th Provincial Party Executive Committee; elect the 15th Executive Committee and the Delegation to attend the 14th National Congress of the Party.

According to the report, in the 2020-2025 term, in the context of both advantages and difficulties, the Party Committee, government and people of all ethnic groups in Lai Chau province united and made efforts to implement the Resolution of the 14th National Congress and achieved many comprehensive results, basically completing the set goals.

The leadership capacity and fighting strength of the Party organization have been enhanced; the apparatus and staff have been streamlined and disciplined. The economy has recovered, with an average growth rate of 5.4% per year, the GRDP scale is estimated at over 32,000 billion VND, with an average per capita of 65 million VND; infrastructure has been improved; the poverty rate has rapidly decreased; national defense and security have been maintained; foreign relations have been expanded; Party building work has been promoted, and key programs have been effectively implemented.

With this result, Lai Chau firmly consolidated the great solidarity bloc, improved people's lives, and created a foundation for a period of green, fast, and sustainable development in the new term.

Speaking at the congress, General Trinh Van Quyet acknowledged and commended the achievements of the Party Committee, government and people of all ethnic groups in Lai Chau province; at the same time, based on the viewpoints and orientations in the draft Political Report submitted to the congress, the General suggested that Lai Chau focus on rapid and sustainable economic development, exploiting and promoting its potential and advantages to the fullest, creating breakthroughs with a double-digit growth target to contribute to realizing the country's high development goals.

Delegates visited the exhibition area displaying images of Lai Chau's achievements in the 2020-2025 term.

To achieve this goal, the General requested Lai Chau to focus on restructuring agriculture towards added value, developing safe, organic agriculture, applying high technology; prioritizing specialty products, precious medicinal herbs associated with deep processing, building brands, and expanding markets. At the same time, promoting clean energy industry, mining, processing, early implementing rare earth mining and processing projects; developing border gate economy, foreign economy and border trade; encouraging the private economy.

Regarding infrastructure, it is necessary to invest synchronously and modernly, especially in inter-regional and inter-provincial transport connections; urban and new rural infrastructure, and digital infrastructure. The province proactively proposed that the Government soon invest in the Bao Ha-Lai Chau expressway, start construction of the road tunnel through Khau Co pass, approve the detailed planning of Lai Chau airport, and build a multi-purpose bridge at Ma Lu Thang border gate.

The General emphasized that economic development must go hand in hand with solving social problems, implementing social security, sustainable poverty reduction, caring for remote areas, and preserving national cultural values. At the same time, improving the quality of education and vocational training in line with market demand; taking care of people's health; promoting administrative reform, simplifying procedures, and taking people and businesses' satisfaction as a measure.

Regarding national defense and security, it is necessary to build a national defense posture associated with people's security, strictly manage borders, proactively handle situations, and avoid being caught off guard. The General proposed to consolidate the provincial armed forces to be "sleek, compact, and strong", improve the capacity of local military agencies, and firmly protect sovereignty and social order and safety.

The General also requested to strengthen the building and rectification of a clean and strong Party and political system; innovate leadership methods and working styles; focus on inspection, supervision, and anti-corruption and negativity work; build a contingent of cadres with courage, daring to think and dare to do...

The General believes that the 15th Lai Chau Provincial Party Committee will be united, creative, and excellently fulfill its tasks, bringing Lai Chau to green, fast, and sustainable development, contributing with the whole country to realize the aspiration for prosperity and happiness.

Before the end of the working session on the afternoon of September 18, the congress elected 47 comrades to the Party Executive Committee for the 15th term, 2025-2030.
