Lam Dong exploits potential well, increases state budget revenue

In 2025, Lam Dong set a budget revenue target of VND 28,250 billion, while recently, the Prime Minister assigned an increase of 15-20%. In the context of many economic difficulties, what should Lam Dong do to achieve the revenue increase target?

Revenue is quite good

In the first months of 2025, Lam Dong's socio -economic situation faced many difficulties. However, with many efforts, the province's state budget revenue was still quite good.

By the end of July 2025, the total budget revenue in Lam Dong was VND 18,696 billion, equal to 70% of the central budget estimate and 66% of the local budget estimate. According to the Department of Finance, in the first 7 months of 2025, many sectors had high revenue growth, contributing greatly to the budget.

A typical example is the state-owned enterprise sector. In the first 7 months of 2025, this sector collected over 2,200 billion VND, reaching 110% of the central budget and nearly 98.6% of the local budget. Lam Dong also recorded high revenue from foreign-invested enterprises. In this sector, the whole province collected 740 billion VND, reaching 65% of the local budget. The registration fee, fees and charges sector also had high revenue growth. Particularly, the revenue from registration fees, the whole province collected 720 billion VND, reaching 67% of the local budget.

As one of the key units performing the task of collecting the state budget, Lam Dong Provincial Tax Department has taken action quite promptly, because, with the total budget revenue of the province being 28,250 billion VND in 2025, the revenue managed by the tax authority is 17,840 billion VND. According to Deputy Head of Lam Dong Provincial Tax Department Tran Phuong, the implementation of Lam Dong's budget estimates always poses difficulties and challenges. In the context of the National Assembly and the Government implementing a series of preferential policies and tax exemptions to help businesses recover their operations.

Not to mention, Lam Dong province has just merged, new revenue sources have not really grown, there is no breakthrough; land policies still have difficulties and problems... posing significant challenges for the tax sector in particular, and the financial sector in general. However, with efforts and determination, the tax sector has gradually overcome to increase budget revenue.

“Initially, some public administration centers in communes did not have areas for tax officials to work. Some places did not have equipment to digitize documents, leading to prolonged procedures for handling tax documents for businesses and people. With this difficulty, the tax authority coordinated with local authorities to report to the province and vertical sectors to soon have an interconnected application to connect and share data information to send and receive documents,” Mr. Phuong shared.

The tax authority also strengthened exchanges with local businesses to promptly resolve difficulties and obstacles, creating favorable conditions for businesses to operate effectively. During the implementation process, difficulties and obstacles, especially those related to tax, fee, and charge revenues, were promptly resolved by the tax authority. Thanks to that, by the end of July 2025, the budget managed by the tax sector was over VND 12,100 billion, reaching 68% of the plan.

In the first 7 months of 2025, Lam Dong Provincial Tax Department has reduced environmental protection tax according to Resolution 60/2024 of the National Assembly Standing Committee on environmental protection tax on gasoline, oil, and grease for taxpayers by VND 191 billion. Taxpayers are also granted an extension of value added tax and corporate income tax according to Decree No. 82/2025/ND-CP by the tax authority by VND 449 billion.

Exploiting the space well

Lam Dong’s socio-economic situation still has many “bottlenecks”. However, Lam Dong still has bright colors to expect to achieve the set budget revenue target. Priority areas include: industry, agriculture, urban areas, tourism, trade and services.

For example, there are currently 5 investors, each project worth nearly 1 billion USD on average, completing documents and procedures for the province to approve the policy of exploiting and processing bauxite; at the same time, reviewing and overcoming difficulties to put coastal projects into operation soon.

In the field of infrastructure investment, many large projects have been started and accelerated, such as: Bao Loc - Lien Khuong Expressway Project; Gia Nghia - Chon Thanh Expressway Project... Many key projects in the province are gradually having difficulties removed to accelerate progress. Once the projects are well implemented, they will promote public investment development, thereby contributing to the state budget.

On the other hand, according to Deputy Head of Lam Dong Province Tax Tran Phuong, in the field of taxes and fees, the tax sector focuses on reviewing and evaluating all revenue sources arising in the area. In particular, revenue sources related to e-commerce and business households that have not been managed before will be put under close management.

The sector will strengthen the fight against revenue loss and the handling of tax arrears, especially those with long-standing tax debts. The tax authority will strengthen coordination with units to step up monitoring of invoice usage, especially the use of electronic invoices generated from cash registers. “To increase revenue, we also focus on reviewing all contracts and land lease decisions of the State, thereby coordinating with the agricultural and environmental sector to promptly determine land prices, notify financial obligations, and organize timely collection and payment,” Mr. Phuong informed.

Also regarding the land sector, Mr. Phuong added that the tax sector focuses on coordinating with local authorities to transfer records to determine financial obligations regarding land.

In particular, cases of land use purpose conversion and first-time recognition of land use right certificates will be focused on. Tax authorities will coordinate with the agriculture and environment sector and the price appraisal council to promptly determine land prices for projects to notify investors and businesses to promptly implement the state budget.
