Speed ​​up the progress of the project to improve agricultural development infrastructure

Lam Dong province is focusing on completing the Infrastructure Improvement Project for Agricultural Development (Phase 1) on schedule. With a total investment of more than VND 1,159 billion from ODA capital from the Japanese Government, the project is not only a large investment but also the key to modernizing agricultural infrastructure and enhancing the value chain for rural areas.

The Infrastructure Improvement Project for Agricultural Development (Phase 1, implemented from 2020-2028) is managed by Project Management Board No. 1 (Board 1) as the investor, and includes 15 key sub-projects. The main items focus on three core components: Construction of the Da Lat Flower Trading Center (civil engineering component), upgrading 9 roads leading to concentrated production areas (road to the High-Tech Agricultural Application Zone in Duc Trong, B'no - Be De road, etc.), and renovating 5 irrigation works (including dredging Da Quy Lake, upgrading the Cam Ly Thuong system, constructing Ro Hoa irrigation lake; repairing and upgrading R'Lom water reservoir and constructing K'Long Tum water diversion dam), ensuring sustainable irrigation water. To date, 8 sub-projects have completed the inventory of existing houses, structures, and crops; 3 sub-projects are underway, and 1 sub-project is still in progress. The project is currently redefining the land compensation and resettlement plan.

Despite its strategic importance, the project's progress is significantly delayed, as evidenced by the disbursement rate in 2025 reaching only 32.7% (approximately VND 16 billion) compared to the planned capital of VND 48.7 billion. The main reason lies in the complex and widespread land compensation and resettlement work across 12 out of 15 sub-projects, affecting nearly 2,000 households in 10 wards and communes. In addition, according to Project Management Unit 1, the project is currently facing several other difficulties and obstacles, specifically: The process of establishing specific land prices for compensation has not been completed in any locality due to difficulties in coordinating appraisal and approval.

On the other hand, many land expropriation notices from former districts and cities have expired (more than 12 months ago) according to the Land Law. The reorganization of the administrative apparatus, the merger of project management boards, and the establishment of the Provincial Land Fund Development Center in August 2025 have also led to delays in transferring documents and coordinating work. Furthermore, in the Da Lat Regional Flower Trading Center sub-project, the resettlement plan for approximately 18 households has yet to be developed.

In light of this situation, at the project progress review meeting held at the end of September 2025, Vice Chairman of the Provincial People's Committee Nguyen Ngoc Phuc issued close and decisive directives, requiring relevant units to thoroughly address the delays; and at the same time, assigned specific tasks to each department and sector. In particular, the Vice Chairman emphasized the need to focus on completing land clearance to achieve a dual objective: striving to disburse over 95% of the allocated capital plan for 2025 and commencing several priority sub-projects in the fourth quarter of 2025. Furthermore, the Provincial People's Committee directed Xuan Huong Ward - Da Lat to urgently coordinate with Project Management Board 1 to develop a resettlement plan for the Flower Trading Center project. In addition, relevant localities were instructed to issue new land acquisition notices to replace expired ones, and to concentrate efforts on completing the construction and approval of land prices.

The Department of Construction and the Department of Agriculture and Environment are tasked with providing maximum support by shortening the time for appraising the design drawings of sub-projects, creating conditions for investors to complete bidding procedures as soon as possible. With close guidance and efforts to resolve institutional obstacles, Lam Dong is demonstrating a high level of determination to transform ODA funds into practical driving forces, quickly bringing infrastructure projects into service for farmers and the sustainable economic development of the province.
