According to the assessment of the Provincial People's Committee, the situation of deforestation and encroachment on forest land in the area is currently basically under control, the number of violations and damaged forest area has decreased year by year, the violations are mainly small-scale... However, the situation of deforestation, encroachment and illegal use of forest land still occurs, causing damage to forest resources and forest land.

One of the main reasons is the pressure from the increase in population, demand for forest products, production land... In addition, there are also limitations in the implementation of state management responsibilities for forestry and land of functional agencies, local authorities and direct responsibility for forest management and forest land management of forest owners. It is also necessary to mention that the coordination between relevant responsible forces is not close and often one of the reasons leading to the existence and limitations in forest management and forest land management in the province.

In fact, in recent years, in the province, there have been cases of resistance against law enforcement officers when performing their duties of forest management and forest land management. Common acts of resistance include: insulting the honor, obstructing, threatening, and even assaulting the officers performing their duties. This has affected the effectiveness of forest management and forest land management.

For example, from 2007 to now, the situation of illegal encroachment of forestry land in the forest area of Binh Thuan Forestry One Member Co., Ltd. (Lam Dong province) in Luong Son and Hoa Thang communes is still complicated. Mr. Ha Viet Thanh - Director of Bac Binh Thuan Forestry Enterprise (Binh Thuan Forestry One Member Co., Ltd.) said that the enterprise is managing a total forest area of 3,899 hectares. In the face of the remaining disputes and encroachment of forestry land, the unit has directed the Song Luy - Hoa Thang and Song Binh Forestry Stations to monitor and supervise the management members and take responsibility for each specific forest area. Along with that, regularly proactively manage and protect forest land and coordinate with local forest rangers and the People's Committee of Song Luy commune to sweep key areas at risk of deforestation and illegal logging...

Or at the Le Hong Phong Protective Forest Management Board, Mr. Le Chau Thanh - Head of the Board said: Recently, in the forest area managed by the unit, there have been no serious and complicated violations. On the other hand, the work of forest protection and development continues to be vigorously implemented. In particular, the unit closely coordinates with local authorities, forest rangers and related forces to inspect and monitor forest resources, contract forest protection, prevent and fight fires... in accordance with regulations, not allowing forest fires or serious deforestation to occur.

Strengthening coordination between forces

Reality shows that, to overcome and thoroughly resolve the shortcomings and limitations in forest management and land management, prevent, stop and handle the situation of resisting people on duty, there needs to be close coordination between functional agencies including: police, forest rangers, local authorities at commune level, and forest owners.

Recently, the Chairman of the Provincial People's Committee issued the "Coordination regulations between the police force, forest rangers, local authorities, forest owners in forest protection and management, forest land management and prevention, suppression and handling of acts of resistance against people performing official duties in Lam Dong province". Thereby, to strengthen the coordination between forces in forest protection and management, forest land management, promptly detect, suppress and handle acts of law violations according to regulations. Especially the situation of deforestation, forest exploitation, encroachment, illegal use of forest land and prevention, suppression and handling of acts of resistance against people performing official duties in Lam Dong province.

Lam Dong province currently has 1,132,000 hectares of forest, of which 331,000 hectares are special-use forests, 524,000 hectares are protection forests, and 277,000 hectares are production forests; the forest cover rate is stable at 46.72%, higher than the national average (42%). In the period of 2020 - 2025, the whole province planted 19,780 hectares of concentrated forests. In the first 8 months of 2025 alone, 3,318 hectares were planted (an increase of 3.05% over the same period in 2024).

According to the content of the coordination regulations between participating forces, it is necessary to ensure compliance with legal regulations, correct functions, tasks, and assigned powers. At the same time, respect the legitimate rights and interests of relevant agencies, organizations, and individuals. These forces will coordinate to propagate, disseminate, educate the law, and mobilize people to comply with the Party's guidelines and policies, the State's policies and laws on forest management and protection, forestry land management, etc.

At the same time, the police, forest rangers, commune-level People's Committees and forest owners set up communication lines between participating forces. Thereby, proactively grasp information on violations of forestry and land laws or risks of resistance to law enforcement officers to promptly handle them according to regulations. At the same time, the forces coordinate to organize forest protection and management, manage forest land and prevent, stop and handle acts of resistance to law enforcement officers; coordinate to handle violations of forestry and land laws.
