The province requires focusing on calling and guiding all vessels operating at sea, especially in areas at risk of direct storm impact, to urgently move out of dangerous areas or into safe shelters.

From 7:00 a.m. on November 28, all cruise ships, transport ships, and fishing and seafood exploitation vehicles must stop operations until further notice.

The Provincial People's Committee requested localities to proactively review and complete response plans based on the actual developments of the storm and the situation in each area. Measures to ensure safety for people, especially on islands and coastal areas, must be deployed urgently and decisively.

Localities must also proactively implement plans to protect dams, dykes, agency headquarters, schools, infrastructure works and production areas, especially agriculture and aquaculture.

The Chairman of the Provincial People's Committee directed a comprehensive review of residential areas in dangerous areas; promptly organize emergency evacuation of people from areas at risk of flash floods, landslides; especially aquaculture cages and coastal watchtowers.

Forces, vehicles, food and necessities must be arranged on the spot according to the "4 on-the-spot" motto to be ready for storm, flood and rescue response work when bad situations occur.

The Provincial People's Committee emphasized that all relevant agencies, units, organizations and individuals must seriously implement the directive; ensure smooth and close connection and coordination between forces. The highest goal is to minimize human and property damage to the State and the People.
