On July 13,President To Lam held talks with Cambodian Prime Minister Hun Manet. Discussing in depth the directions and solutions to promote bilateral relations in the coming time, the two leaders reached high consensus on major orientations.
Bringing defense and security cooperation pillars into depth
The two sides stressed the need for the two countries to cooperate closely to preserve and promote solidarity between the two countries; and to increase regular exchanges of visits and contacts at high and all levels through all channels.

Effectively implement signed commitments, agreements, treaties and cooperation mechanisms; strengthen connections, coordinate propaganda andeducation to all classes of people, especially the young generation, about the solidarity and close relationship between the two countries. The two sides agreed to promptly arrange for a delegation of young Cambodian leaders to visit and conduct field trips to Vietnam.
The two sides pledged to continue deepening the pillar of defense and security cooperation, emphasizing the principle of not allowing hostile forces to use one country's territory to sabotage the other; cooperating more closely in preventing and combating high-tech and cross-border crimes, continuing to build a peaceful, stable, cooperative and sustainably developed border; supporting each other in training officials and improving law enforcement capacity.
Regarding the connection between the two economies, the two sides agreed to accelerate the implementation of signed agreements such as the Memorandum of Understanding on the development and connection of Vietnam - Cambodia border trade infrastructure, the Agreement on promoting bilateral trade for the period 2025 - 2026; resolutely speed up traffic connections, border gate pairs, actively coordinate with Laos to effectively implement the "One journey, three destinations" tourism packages through Cambodia - Laos - Vietnam.
Resolve arising issues in the spirit of solidarity and friendship
Thanking President To Lam for affirming that Vietnam encourages businesses to increase investment in Cambodia, Prime Minister Hun Manet pledged to continue creating favorable conditions for Vietnamese businesses and that supporting and protecting Vietnamese investors is also an important goal of the Cambodian Government to strengthen connections between the private sectors of the two countries.
Appreciating the importance of human resource development cooperation, the two leaders agreed to further strengthen cooperation in this important field, including Vietnam continuing to provide scholarships for Cambodian students to study in Vietnam. The two sides will also focus more on attracting students from both countries to study in each country in fields suitable to new development trends.
President To Lam meets with President of the Cambodian National Assembly Khuon Sudary
The two sides agreed to coordinate to effectively implement treaties, agreements and arrangements related to the border that the two countries have signed; continue to negotiate and find fair and reasonable solutions to promote the settlement of areas where border demarcation and marker planting have not been completed in the coming time; strengthen cooperation to prevent human trafficking and drug trafficking across the border, ensuring security and safety for people in border provinces.
The two leaders agreed that the two sides will continue to coordinate to resolve arising issues in the spirit of solidarity and friendship, focusing on building and developing the border gate system, ensuring smooth traffic connection on both sides of the border to promote socio-economic development of the two countries in general and border localities in particular, and effectively participate in regional and regional linkage initiatives.
President To Lam hopes that Cambodia will continue to pay attention and create favorable conditions for the Vietnamese community to feel secure and integrate into life in the host country, continuing to be a bridge of friendship between the two countries.
Regarding regional and international cooperation, the two sides agreed to support Laos in fulfilling its role as ASEAN Chair 2024 and AIPA 2024; promote cooperation in the Cambodia-Laos-Vietnam Development Triangle and the Greater Mekong Subregion; and cooperate in managing and sustainably using the Mekong River water resources for the benefit of the people in the basin, for the future of future generations and solidarity among riparian countries, in the spirit of mutual respect, understanding, equal cooperation and mutual benefit.
Early inauguration of Cambodia's new National Assembly building donated by Vietnam
On the same day, President To Lam met with President of the Cambodian National Assembly Khuon Sudary. Ms. Sudary announced that the new Cambodian National Assembly building donated by Vietnam is expected to be inaugurated and put into use soon.

The two leaders emphasized the need to continue to maintain, preserve and constantly consolidate and promote the good neighborly relationship, traditional friendship, comprehensive cooperation, long-term sustainability between the two countries on the basis of special trust and mutual respect, for the benefit of the people of the two countries.
The two leaders agreed to continue maintaining regular high-level contacts and exchanges through all channels, including the parliamentary channel; promote economic cooperation and connectivity, especially in the Vietnam-Cambodia border region, and work towards the target of US$20 billion in trade turnover in the coming years.
At the same time, continue to coordinate efforts to build a border of peace, friendship, cooperation and sustainable development. Continue to promote the role of the National Assembly of the two countries in promoting bilateral relations, especially in building institutions, perfecting the legal system to enhance connectivity between the two economies, expanding cooperation in education and training, creating favorable conditions for strengthening and improving the effectiveness of cooperation in all fields.
The two leaders affirmed that they will continue to strengthen relations between the three countries of Cambodia - Laos - Vietnam, closely coordinate and support each other at parliamentary and international forums.
President To Lam presents gifts to the Association of Cambodian Alumni studying in Vietnam
Receiving President of the Cambodia-Vietnam Friendship Association Samdech Men Sam An, President To Lam suggested that the association promote people-to-people exchanges, especially between the youth of the two countries; at the same time, strengthen education and propaganda work so that people of all walks of life, especially the young generation of the two countries, are more deeply aware of the meaning and importance as well as clearly see their responsibility in preserving and further cultivating the relationship between the two countries.
The President of the Cambodia-Vietnam Friendship Association emphasized the brotherhood and neighborliness with many factors that cannot be separated from the strategic and traditional friendship between the two peoples of Vietnam and Cambodia, and pledged to work with the Association's leadership to further promote friendship, solidarity and people-to-people exchange activities with the determination to protect and preserve the friendship between the two peoples.
The Party and State always care about the Vietnamese community abroad.
On the afternoon of July 13, President To Lam and the high-ranking Vietnamese delegation met and talked with officials and staff of Vietnamese representative agencies in Cambodia, along with many representatives of businesses and the Vietnamese community living, studying and doing business in Cambodia.
Sharing with overseas Vietnamese, the President said that during the meetings, the leaders of the two countries emphasized the continued high priority given to consolidating and enhancing the traditional friendship and comprehensive cooperation in all fields between the Governments and peoples of the two countries.
The President suggested that Cambodia continue to have favorable policies to help people of Vietnamese origin live, work and study in accordance with Cambodian law, as well as effectively implement relocation, resettlement and job conversion. The President emphasized that the Party and State always pay attention to the overseas Vietnamese community, especially the Vietnamese community in Cambodia who still face many difficulties in life.
The President asked the Khmer-Vietnam Association, Vietnamese associations in Cambodia and all people to continuously strive, enhance solidarity, help each other overcome difficulties, comply with the laws of the host country and continue to promote the fine traditions of the Vietnamese community in Cambodia.
The President hopes that overseas Vietnamese will make every effort to contribute to the socio-economic development of the host country, as well as to turn to their homeland and preserve and foster the close relationship between Vietnam and Cambodia.
On the same day, the President visited Metfone Telecommunications Company, a joint venture between Viettel and its Cambodian partner, and attended the ceremony to announce Vietnam Airlines' direct flight route from Hanoi to Phnom Penh.
Promoting educational cooperation between the two countries
On the morning of July 13, President To Lam had a friendly meeting with the Association of Cambodian Alumni who studied in Vietnam.
The President hopes that former Cambodian students who studied in Vietnam, regardless of their positions, will always be a solid bridge connecting the two countries' relations; actively promote and spread to all classes of Cambodian people, especially the younger generation, the position and importance of the Vietnam-Cambodia relationship for the development of each country.
Visiting the Royal University of Phnom Penh, the President emphasized that education and training is the key to all success and plays an important role in socio-economic development.
The President reiterated President Ho Chi Minh's advice on the importance of nurturing and developing human resources, considering it a top national policy; at the same time, he said that the leaders of the two countries always attach importance to cooperation in human resource development and expressed his excitement to see that the Royal University of Phnom Penh is cooperating with the National University of Ho Chi Minh City in establishing the Center for Vietnamese Language and Vietnamese Studies.
The President believes that the generations of students from both countries will continue to be the core force, continuing to write beautiful pages of history about the solidarity and friendship between Vietnam and Cambodia. On this occasion, Vietnam's FPT Corporation sponsored 50 FPT Elead computers for the Royal University of Phnom Penh.
Also on July 13, President To Lam laid wreaths at the Vietnam-Cambodia Friendship Monument, the Cambodian Independence Monument and the statue of the late King Norodom Sihanouk.
