That was the affirmation of Vietnamese Ambassador to Japan Pham Quang Hieu in an interview with reporters during the official visit to Japan of Vice Chairman of the National Assembly Tran Quang Phuong from September 25 to 30 at the invitation of the Japanese Parliament.
Promoting cooperation between the legislative bodies of Vietnam and Japan
According to Ambassador Pham Quang Hieu, the visit takes place on the occasion of the 52nd anniversary of the establishment of Vietnam-Japan diplomatic relations (September 21, 1973 - September 21, 2025) and is also to implement the agreement between the two countries' high-ranking leaders, including the agreement signed between the two countries' National Assemblies in December 2024.
The visit affirms Japan as Vietnam's leading and long-term strategic partner, and demonstrates the desire to deepen the Comprehensive Strategic Partnership established in 2023. Through high-level contacts, the two countries will enhance political trust and effectively implement the agreements reached.
Ambassador Pham Quang Hieu said that the visit focused on promoting cooperation between the two countries' legislative bodies, especially sharing experiences in building laws on emergency response, disaster management, cyber security, energy security and digital transformation in the public sector and the National Assembly. These efforts not only strengthen the connection between the two legislative bodies but also develop the bilateral relationship substantially, bringing practical benefits to the people of the two countries and contributing to creating a solid foundation for long-term cooperation.
Regarding the Vietnam-Japan bilateral relationship, Ambassador Pham Quang Hieu emphasized that after more than 50 years of establishment, many remarkable strides have been made, especially since it was upgraded to Comprehensive Strategic Partnership in November 2023. The relationship between the two countries is built on a foundation of high political trust and comprehensive development in the fields of economy, trade, investment, defense, security, culture, education, agriculture, health, labor, people-to-people exchange and local cooperation.

According to Ambassador Pham Quang Hieu, the greatest strength in the Vietnam-Japan bilateral relationship is the mutual complementarity between the two economies. Vietnam, with a population of over 100 million, a dynamic economy, an abundant workforce and a stable political environment, is an attractive destination for Japanese investors.
In return, Japan brings advanced technology, management experience and high-quality investment capital to support Vietnam's economic development. Science and technology, innovation and digital transformation have become new pillars in the Vietnam-Japan bilateral relationship. The two countries work together to ensure the supply chain in economics, trade and investment. The two sides maintain regular high-level exchanges, strengthening trust and guiding the development of bilateral relations.
Culturally, the two nations share many similarities, with a long history of exchange. The nurturing of generations has created a close, sustainable relationship. Nearly 700,000 Vietnamese people are working and living in Japan, contributing to the socio-economic development of both Japan and Vietnam.
Vietnam and Japan also coordinate effectively at international forums such as the United Nations, ASEAN+, APEC and ASEM, contributing to enhancing the roles of both countries in the region and the world.
Realizing the Comprehensive Strategic Partnership
Emphasizing that cooperation between the Vietnamese National Assembly and the Japanese Parliament plays an important role in realizing the Comprehensive Strategic Partnership, Ambassador Pham Quang Hieu said that the two sides need to maintain high-level visits and exchanges as well as between specialized agencies, promoting the sharing of legislative experience. These activities have practical significance, creating a foundation for long-term cooperation.
According to Ambassador Pham Quang Hieu, one focus is sharing law-making experience between the two legislative bodies. With a developed legal system, Japan can support Vietnam in improving its legislative capacity and removing institutional barriers to promote socio-economic development.
The two sides also need to strengthen coordination at multilateral parliamentary forums such as the Inter-Parliamentary Union (IPU), the ASEAN Inter-Parliamentary Assembly (AIPA) and the Asia-Pacific Parliamentary Forum (APPF), contributing to strengthening regional peace and security and responding to non-traditional security challenges such as climate change and cyber security.
In addition, the two legislative bodies should promote human resource training and development, a priority in the two countries’ economic connectivity strategy. Close cooperation will help materialize the goals of the Comprehensive Strategic Partnership, bringing sustainable benefits to both peoples.
