On the morning of June 26, the official welcoming ceremony for Prime Minister Pham Minh Chinh and the high-ranking Vietnamese delegation on an official visit to the People's Republic of China was solemnly held at the Great Hall of the People in Beijing, China, chaired by Premier of the State Council of the People's Republic of China Li Qiang.
Immediately after the official welcoming ceremony, Prime Minister Pham Minh Chinh held talks with Premier Li Qiang of the State Council. The two sides agreed to promote the effective implementation of the Vietnam-China Joint Statement on further promoting and deepening the Vietnam-China comprehensive strategic cooperative partnership; maintain high-level exchanges and contacts, and promote exchanges and cooperation between the two Parties, the two Governments, the National Assembly/National People's Congress, the Fatherland Front/CPPCC; promote the role of the Steering Committee for Bilateral Cooperation in coordinating all areas of cooperation; expand cooperation in key areas such as diplomacy, defense, and security; enhance substantive cooperation in all fields and friendly exchanges between localities and people's organizations; build a peaceful, stable, cooperative, and developing land border; control disagreements well, maintain peace and stability at sea; and strengthen coordination in international and regional forums.

Prime Minister Pham Minh Chinh emphasized that the two sides need to promote geographical advantages and mutual complementarities to promote substantive cooperation in various fields; request China to accelerate the process of opening the market for Vietnam's agricultural and aquatic products, create conditions for the early establishment of Vietnam Trade Promotion Offices in Chengdu (Sichuan) and Haikou (Hainan), coordinate to improve customs clearance efficiency, avoid congestion of goods at border gates; coordinate to thoroughly handle difficulties in a number of cooperation projects in the spirit of "harmonious benefits, shared risks", and accelerate the implementation of China's non-refundable aid for Vietnam.
Prime Minister Pham Minh Chinh suggested that the two sides strengthen cooperation in the fields of finance, agriculture, transportation, environment, health, science and technology, focusing on: Cooperation in digital transformation, green growth, circular economy, combating climate change; exchanging experiences in macroeconomic management, financial and monetary policy administration; cooperation in cultivation, agricultural product processing, disease control, protection of aquatic resources in the Gulf of Tonkin; strengthening railway, road and sea connectivity, researching and developing a number of standard gauge and high-speed railway lines connecting the two countries, soon signing an Agreement on search and rescue at sea; comprehensively restoring commercial flights; strengthening cooperation in water resource management in the Mekong - Lancang River basin; effectively implementing the Education Cooperation Agreement, deploying scholarships for Vietnam; effectively implementing the Cultural and Tourism Cooperation Plan; Organize people-to-people exchange activities to celebrate the 15th anniversary of the establishment of the comprehensive strategic partnership framework between the two countries.

Prime Minister Li Qiang affirmed his readiness to deepen substantive cooperation with Vietnam and continuously enrich the comprehensive strategic cooperative partnership between Vietnam and China. Appreciating Vietnam's rapid economic development and dynamic business environment in the region, Prime Minister Li Qiang assessed that economic and trade cooperation between the two countries has a high level of complementarity and great potential; said that China will further open its market to Vietnamese goods, especially high-quality agricultural, aquatic and fruit products from Vietnam, coordinate to create favorable conditions for quarantine and customs clearance of goods, and is ready to coordinate to promote the resolution of institutional and policy problems, so that the trade relations between the two countries continue to grow sustainably and achieve new results; suggested that the two sides strengthen strategic connectivity, especially in infrastructure and transportation; promote economic, trade and investment cooperation, especially in the fields of production, manufacturing, agriculture, and cooperation to maintain supply chains and production chains. Prime Minister Li Qiang said that the Chinese Government encourages Chinese enterprises, especially large, high-tech Chinese enterprises, to expand investment in areas that are suitable to Vietnam's needs and sustainable development strategy, making practical cooperation between the two countries increasingly effective, substantial, and commensurate with the comprehensive strategic cooperative partnership between the two countries.
Regarding people-to-people exchanges, Prime Minister Li Qiang emphasized that people-to-people exchanges and local cooperation activities play an important role in enhancing understanding, trust and friendship between the two countries; affirmed that he would promote the two sides to effectively implement cooperation in the fields of culture, education and tourism, increase the frequency and improve the quality of local cooperation.

The two sides had a sincere and frank exchange of views on maritime issues, agreeing to affirm the importance of properly controlling disagreements and maintaining peace and stability in the East Sea. Prime Minister Pham Minh Chinh suggested that the two sides strictly implement the high-level common perception and the "Agreement on basic principles guiding the settlement of maritime issues between Vietnam and China"; respect each other's legitimate rights and interests; resolve disputes and disagreements by peaceful means, in accordance with international law, including the 1982 UNCLOS; effectively promote negotiation mechanisms on maritime issues; fully and effectively implement the Declaration on the Conduct of Parties in the East Sea (DOC), and strive to build a substantive, effective and efficient Code of Conduct in the East Sea (COC) in accordance with international law, including the 1982 UNCLOS.
The two Prime Ministers also discussed international and regional issues of mutual concern, agreeing to maintain coordination and cooperation at regional and international forums. Prime Minister Pham Minh Chinh affirmed the consistent policy of upholding the "One China" policy, supporting China to promote its increasingly important and active role in the region and the world; suggested that the two sides strengthen coordination and cooperation at regional and international forums, especially within the framework of the WTO, APEC, ASEM, ASEAN, etc.
At the end of the talks, the two Prime Ministers witnessed the signing and announcement of four cooperation documents between ministries, branches and localities of the two countries in the fields of: Immigration management, market surveillance, building smart border gates, and research on marine environmental management in the Gulf of Tonkin.
