Three delegations from the three countries witnessed and observed the exercise, including: The Vietnamese delegation led by General Phan Van Giang, Politburo member, Deputy Secretary of the Central Military Commission, Minister of National Defense ; the Lao delegation led by General Chansamone Chanyalath, Politburo member, Deputy Prime Minister, Minister of National Defense; and the Cambodian delegation led by General Tea Seiha, Deputy Prime Minister, Minister of National Defense.
In recent years, the three countries of Vietnam - Laos - Cambodia have actively participated in humanitarian assistance and disaster relief work in the region and the world . The three countries have also organized drills to respond to natural disasters, catastrophes, epidemics, etc. Especially, during the Covid-19 pandemic, the armies of the three countries have closely coordinated and cooperated in epidemic prevention and support for the people of the three countries.

Due to the natural structure of the earth's crust and underground fluctuations, recently in the border area of Vietnam - Laos - Cambodia, small earthquakes with increasing intensity and frequency have been recorded, with the risk of a large earthquake causing disaster.
To proactively respond to natural disasters and catastrophes; implementing the direction of the Ministers of Defense of the three countries Vietnam - Laos - Cambodia, the military medical forces of the three countries organized a joint exercise, coordinated with local medical forces to treat victims of the earthquake disaster to improve the level of organization, coordination, cooperation, and readiness to participate in medical relief in the region and the world when requested.
The drills include: joint military medical command; emergency action for victims at the scene; live reception, classification, emergency, treatment at the mass victim emergency station (deployed in an open space, convenient for traffic, about 500 m from the rescue site), transporting seriously ill victims to the rear by ambulance and helicopter (helicopter landing site is 500 m from the mass victim emergency station)...
After the exercise, the Defense Ministers of the three countries led three delegations to attend the inauguration ceremony of the Ta Ka Village Cultural House and visited and presented gifts to Be Van Dan Primary School (Po Y Commune, Ngoc Hoi District, Kon Tum).
