Listening to voters' voices - Part 1: Listening and following through on recommendations that voters care about

Receiving citizens is a concrete manifestation of the Party and State's "taking people as the root", especially for each elected agency and elected representative, receiving citizens is one of the important and regular tasks. Listening to the thoughts and aspirations of voters, from which there are policies towards the people and businesses, contributing to promoting socio-economic development... is the goal that the Provincial People's Council has been implementing. Since the beginning of the term, the Provincial People's Council has continuously made clear innovations in its activities, especially in accompanying and removing difficulties for voters and businesses, which has been recognized and highly appreciated by voters.

Timely grasp of thoughts and aspirations

One of the activities of the Provincial People's Council that is of interest to many voters is meeting, contacting, and listening to voters' opinions and wishes. Clearly identifying the need to improve the quality of contact and handling voters' opinions and recommendations, first of all, it is necessary to listen so as not to miss anything, not to misunderstand, and especially to select pressing issues, major issues, clearly understand the authority, responsibility, and practical handling of all levels and sectors... to have the right direction for handling. Avoid receiving without selection, leading to lack of focus, key points, becoming formalities, empty promises that are difficult to fulfill.

Since the beginning of the term, the Standing Committee of the Provincial People's Council has regularly supervised the response to voters' opinions and recommendations.

In recent years, in order to improve the quality of activities and make decisions of the Provincial People's Council that are comprehensive, in line with the Party's guidelines and policies and the will and aspirations of the people, the Standing Committee of the Provincial People's Council has innovated contact with voters in the direction of diversifying content and form.

Along with that, the reception and synthesis of voters' opinions and recommendations are also classified according to the urgency and urgency of the content of the recommendations; the monitoring and urging of the resolution of voters' opinions and recommendations are carried out regularly. Many recommendations have been received, processed and reported specifically on the results as well as the existing problems, difficulties and causes for voters to understand clearly.

From the beginning of the 2021-2026 term to the 16th Session of the 17th Provincial People's Council, the whole province still has 169 petitions. After receiving opinions and petitions from voters, the Provincial People's Committee directed departments, branches, sectors, and district-level People's Committees to focus on reviewing and resolving them. For petitions with a wide scope, the assigned agency will proactively propose to relevant competent agencies for coordination in resolving them.

Provincial specialized agencies and district-level People's Committees are responsible for closely coordinating with the assigned agency in the process of resolving voters' petitions; requesting departments, branches, sectors and district-level People's Committees to report the results of resolving voters' petitions to ensure they are specific, concise, focused, and within the prescribed time.

Up to now, the Provincial People's Committee has directed the settlement of 37/61 petitions of voters before and after the 19th Session, reaching 60.65%; continuing to resolve 24 petitions. Regarding voters' petitions from the beginning of the 2021-2026 term to the 16th Session of the 17th Provincial People's Council, the Provincial People's Committee has directed the settlement of a total of 59/169 petitions, reaching 34.91%. Continuing to resolve 110 petitions.

“Through the actual examination by the Provincial People's Council of the results of handling and responding to voters' petitions, the work of synthesizing and reporting on the results of handling voters' petitions was promptly and fully implemented by the Provincial People's Committee; many petitions were focused on and resolutely resolved by the Provincial People's Committee, departments and branches.

To further improve the quality and effectiveness of handling voters' petitions, the Standing Committee of the Provincial People's Council requests the Provincial People's Committee to continue directing departments, branches and localities to improve the quality of report content and report synthesis; enhance the responsibility of handling and responding to voters' petitions of assigned agencies and units according to their authority. At the same time, focus on promptly and thoroughly handling prolonged petitions" - Vice Chairman of the Provincial People's Council Pham Quang Nguyen emphasized.

The above facts show that the opinions and recommendations of voters in the past time have been given great attention by the Provincial People's Council to resolve. Based on the results of supervision by the Standing Committee of the Provincial People's Council and the Provincial People's Council committees, all opinions and recommendations of voters are considered and forwarded by the Standing Committee of the Provincial People's Council to the People's Committees at all levels and relevant agencies for resolution and clear, specific responses to voters within the prescribed time, eliminating shirking and evasion of responsibility...

Sending a petition to the Provincial People's Council, voter Pham Van Hai of Nghia Hung commune, Vinh Tuong district requested: The clean water project has been implemented in 6/7 villages of Nghia Hung commune. Request to continue implementing the clean water project in the remaining village, Nghia Lap village.

Thanks to that, voters' recommendations are always listened to and resolved in a specific, concise, focused manner, within the prescribed time.

Responding to voters' petitions, a representative of the Provincial People's Committee said: The project to supplement water supply pipelines for rural clean water works in the province was approved by the Provincial People's Committee in Decision No. 2315/QD-CT dated October 24, 2023, assigning the Clean Water and Rural Environment Center (now the Center for Rural Water Supply and Inspection and Testing) as the investor; the project includes the item of expanding the clean water pipeline to supply water to the remaining villages of Nghia Hung commune.

Currently, the investor has directed the construction unit to complete the installation of a clean water supply pipeline system for the people of Nghia Lap village. Pressure testing, disinfection, and installation of water meters for the people are currently being carried out. It is expected that water will be supplied to the people of Nghia Lap village in the third quarter of 2025.

Voter Truong Minh Chan - Dai Lu, Dong Ich commune, proposed: The Pho Day dike line passing through Dong Ich commune has a subsidence point, causing a channel between two concrete layers. The family has brought materials to repair it many times but it is still not guaranteed, making it difficult for people to travel, and many accidents have occurred at this point. We request that the competent authorities repair it permanently so that people can travel conveniently and safely.

To answer this question, the Provincial People's Committee assigned the Department of Agriculture and Environment to coordinate with local authorities to supplement Asphalt Concrete in the groove along the dike line to compensate for subsidence, reducing the channel between the two concrete layers, helping traffic to be convenient and safe. To completely handle the above-mentioned locally damaged dike surface, the Department of Agriculture and Environment has requested the Ministry of Agriculture and Environment to maintain and repair the dike section in 2025, and at the same time submit it to the Department of Dike Management for design appraisal. Up to now, the recommendations of voter Truong Minh Chan have been implemented and completed.

These are two of many recommendations from voters that the Standing Committee of the Provincial People's Council and the Provincial People's Council committees have always paid attention to, listened to, and followed up to resolve.

In order to improve the quality and effectiveness of resolving voters' petitions, Vice Chairman of the Provincial People's Council Pham Quang Nguyen said: The Standing Committee of the Provincial People's Council proposed that the Provincial People's Committee direct the serious implementation of taking the results of resolving and responding to voters' petitions as one of the emulation and reward criteria to evaluate the level of task completion of collectives and individuals, especially the heads, deputy heads, cadres and civil servants assigned to perform this task.

Resolutely and promptly handle agencies, units and localities that are slow to resolve, do not resolve, or do not thoroughly resolve legitimate and legal issues that voters have repeatedly reflected and recommended. Focus on directing sectors and levels to urgently review and develop specific plans and solutions to resolve pending and unresolved voters' recommendations, especially long-standing recommendations, to inform voters.

Thanks to the good handling of voters' petitions, practical issues arising at the grassroots level have been promptly resolved, and voters' concerns and questions about the Party's policies and the State's laws have been specifically explained. Thereby, the role and responsibility of the province's elected bodies have been further affirmed.

The efforts to promote responsibility, direct and implement authority and functions; especially the close attention and concern to thoroughly resolve the recommendations and legitimate wishes of voters have been implemented by the Provincial People's Council with high efficiency. Thereby contributing to the rapid and stable development of the province; strengthening and consolidating the people's trust in the cause of building the province to become increasingly prosperous and civilized.
