At the conference, delegates listened to the overall report of the Project "Digital Ecosystem of the CTĐ, CTCT Sector". Accordingly, the general objective of the project is to design and master plan the digital ecosystem of the General Department of Politics , on the basis of benefiting, inheriting synchronously and unifying with the digital transformation projects of the Central Government and the Ministry of National Defense, bringing all professional activities of the CTĐ, CTCT sector to the digital environment; creating databases, connecting data and exploiting data to serve tasks and support decision making. Along with that, applying digital technology to innovate business processes; building databases and platforms, applications in a centralized and unified direction; ensuring secure connection infrastructure to contribute to improving the effectiveness and efficiency of CTĐ, CTCT in the entire army...

Concluding the conference, Senior Lieutenant General Le Huy Vinh emphasized that promoting digital transformation of CTĐ and CTCT activities in the Army is an objective necessity, contributing to ensuring and strengthening the absolute and direct leadership of the Party in all aspects over the Army. The CTĐ and CTCT digital ecosystem project is a program to concretize a number of tasks and targets assigned in Plan No. 3823-KH/QUTW of the Central Military Commission. The overall implementation of the project is in line with the policies of the Party and the Central Military Commission, and is extremely necessary in the current period.

Senior Lieutenant General Le Huy Vinh acknowledged that the General Department of Politics has thoroughly grasped, closely led and directed the digital transformation work in the General Department, initially achieving good results and positive changes. At the same time, he highly appreciated the efforts and determination in the project preparation work; affirmed that the General Department of Politics is the first agency in the Ministry of National Defense to develop a relatively complete, methodical, and oriented plan for the digital ecosystem project of the industry, in line with the overall digital transformation work in the Ministry of National Defense as well as the whole country.

Senior Lieutenant General Le Huy Vinh basically agreed with the overall project, affirming that this is a difficult and demanding field, but if completed and put into application, it will be very meaningful and effective. With the important significance of the project, Senior Lieutenant General Le Huy Vinh requested the functional agencies of the General Department of Politics to continue to coordinate with relevant agencies and units to review the entire project, fully implement the viewpoints, goals, targets, tasks and solutions on digital transformation assigned in the projects, plans, and architectural frameworks related to digital transformation at all levels.

At the same time, research and absorb opinions at the conference to complete the project's contents, ensuring strictness, suitability, and compliance with legal regulations; pay attention to further assessing the impact, influence, and effectiveness of the project on each specific aspect of work; promptly develop a complete report with content to request approval from competent authorities and accompanying procedures.

Senior Lieutenant General Le Huy Vinh noted that the project implementation process needs to calculate and identify the contents that need to be done early, and be determined to implement them immediately to prioritize resources and ensure practical effectiveness. Along with that, completing the deployment of shared applications in the Ministry of National Defense, applications benefiting from Project 204 to ensure connectivity with relevant agencies and functional units both inside and outside the Army. In particular, it is necessary to prioritize the immediate digitization of records and documents containing valuable information, meeting the professional requirements of the sectors.

To ensure the project's progress and quality, Senior Lieutenant General Le Huy Vinh requested that the agencies and functional units of the Ministry of National Defense promote a sense of responsibility, proactively accompany and actively coordinate with the General Department of Politics and relevant agencies and units to carry out tasks within their authority. During the implementation process, it is necessary to focus on the issue of creating and developing digital data in the CTĐ and CTCT sectors; closely following the conclusions and directions of the head of the Ministry of National Defense in the plans for developing digital data until 2030, the Directive of the Minister of National Defense and the conclusions at conferences on developing digital data and data management in the Ministry of National Defense, complying with the orientation of "correct, sufficient, clean, alive, shared, unified".

In addition to the above contents, Senior Lieutenant General Le Huy Vinh requested the General Department of Politics to coordinate with agencies and units to review and develop guiding documents related to connection and data sharing. Continue to coordinate research to ensure connection infrastructure, installation locations of servers serving the deployment of digital data warehouse platforms located at the Ministry of National Defense Data Center and deploy solutions to ensure information security according to regulations.
