Leaders of Bac Ninh province dialogue with delegates attending the Farmers' Association Congress

On September 22, at Kinh Bac Cultural Center, Bac Ninh City, the Provincial Farmers' Association held a conference for provincial leaders to meet and discuss with officials and members of the Bac Ninh Provincial Farmers' Association in 2023. This is an activity within the program of the 10th Congress of Delegates of the Bac Ninh Provincial Farmers' Association, term 2023-2028.

Speaking at the Conference, Standing Vice Chairman of the Provincial People's Committee Vuong Quoc Tuan said that through the two conferences of provincial leaders to dialogue with farmers in 2021 and 2022, many existing problems, difficulties, obstacles, and inadequacies in implementing policies on agricultural , farmer, and rural development have been focused on by the Provincial People's Committee and localities, creating great changes, receiving the consensus of the majority of farmers.

Mr. Vuong Quoc Tuan suggested that delegates promote an open spirit, focusing on discussing issues in areas that are receiving attention from farmers and the whole society. The relevant departments and branches will listen, absorb and respond satisfactorily to opinions, thereby contributing to promoting the role of farmers as the main subject, building a strong Farmers' Association.

At the Conference, most opinions representing cadres, farmer members, enterprises and cooperatives in the province expressed their agreement and appreciation for the attention of provincial leaders to the fields of agriculture, farmers and rural areas in recent years, including many support and incentive policies that are ahead of the rest of the country.

At the same time, I hope that the provincial leaders will continue to pay attention to effectively implementing Resolution No. 07/2022/NQ-HDND dated July 7, 2022 of the Provincial People's Council promulgating the Regulations on supporting agricultural development, OCOP program and rural industries in Bac Ninh province; have more preferential policies in land accumulation, speed up the progress of granting Land Use Right Certificates to qualified farms and households...

In addition, many opinions suggested that the province support farmers in accessing preferential credit sources and increase training and transfer of science and technology to farmers; strengthen policies to encourage and support enterprises to invest in the agricultural sector, especially high-tech agricultural production; have policies to support, restore and develop traditional craft villages in the province; and improve the effectiveness of the Farmers' Support Fund at all levels.

The opinions and recommendations at the Conference were directly discussed and clarified by the Standing Vice Chairman of the Provincial People's Committee Vuong Quoc Tuan, leaders of the Provincial Farmers' Association and related Departments and branches, meeting the aspirations of cadres and farmer members.

Speaking at the Conference, Chairman of the Provincial People's Committee Nguyen Huong Giang acknowledged and praised the sense of responsibility, frankness in sharing, contributing opinions and recommendations of officials, farmer members, representatives of enterprises and cooperatives as well as the serious and responsible attitude of leaders of functional departments and branches. After the meeting and discussion, the Provincial Farmers' Association was assigned to continue to synthesize and advise the Provincial People's Committee to assign all levels, departments, branches and branches to focus on answering and solving specific problems to remove difficulties and obstacles.

In order to continue to create conditions to support farmers and develop sustainable agriculture and rural areas, Chairman of the Provincial People's Committee Nguyen Huong Giang requested relevant departments, branches, sectors and localities to conduct in-depth research and review carefully the documents, regulations, mechanisms and policies of the Central Government and the province on agriculture, farmers, rural areas, collective economy... to advise and propose amendments and supplements so that the mechanisms and policies can truly come into life and achieve practical results.

In addition, continue to strengthen investment promotion activities, support businesses to invest in agriculture and rural areas. In particular, focus on solving and removing difficulties and obstacles to facilitate the consumption of agricultural products; build concentrated production areas and develop key agricultural value chains; support the building of brands, geographical indications, issue codes for growing areas, and packaging facilities to ensure product traceability and food safety.

Promote the connection between supply and demand, consumption of agricultural products, build agricultural product trading floors, connect e-commerce for people. Implement vocational training for rural workers in line with market demand; promote the central and core role of farmer members in developing agriculture, farmers, and rural areas...

With the spirit of "Solidarity - Democracy - Creativity - Cooperation - Development", the Chairman of the People's Committee of Bac Ninh province believes that cadres, members and farmers in the whole province will continue to strive to overcome difficulties and challenges, always be dedicated, devoted, constantly strive, study and improve their expertise.

The 10th Congress of the Farmers' Association of Bac Ninh Province, term 2023-2028, has the task of evaluating the implementation results of the Resolution of the 9th Congress of the Farmers' Association of Bac Ninh Province, term 2018-2023; setting out directions, goals, tasks, and solutions for the Association's work and the Farmers' Movement for the term 2023-2028 with the participation of 229/230 official delegates, representing more than 174,000 farmers in the province. Mr. Ha Sy Tiep, member of the Provincial Party Standing Committee, Head of the Provincial Party Committee's Mass Mobilization Commission attended the Congress.

The Congress elected the Presidium, the Secretariat, and the Delegate Qualification Examination Board; approved the program, rules, and regulations of the Congress; Report on the Delegate Qualification Examination; Report on the summary of comments on the Draft Report of the Central Executive Committee (EC) of the 7th Term; Report on the summary of comments on the Draft Charter of the Vietnam Farmers' Union (amended and supplemented); Review report of the Executive Committee of the Provincial Farmers' Union, Term IX; discussed and contributed comments on the draft documents of the 9th Provincial Farmers' Union Congress.

Delegates focused on discussing, sharing some results, good practices and proposing solutions to develop the association movement in the coming time.

Regarding personnel work, the Congress elected the Executive Committee of the Provincial Farmers' Association for the 10th term, 2023 - 2028, consisting of 27 members; elected the Delegation of 16 members to attend the 8th National Congress of the Vietnam Farmers' Association; the Executive Committee held its first meeting to agree on important decisions of the congress, as well as other issues.
