Lao Cai: Striving to have health insurance coverage rate reach over 95% of the population by 2026

Strive for health insurance coverage to reach over 95% of the population by 2026, and achieve the goal of universal health insurance coverage by 2030.

The purpose of the Plan is to continue to fully and deeply grasp the Party's guidelines and policies, the State's policies and laws on health insurance (HI) in the new situation, create unity in awareness, will and action of the entire political system and the People, affirm the role and humanistic significance of the HI policy, identify participation in HI as the right and responsibility of all people and the whole society, strive to have the health insurance coverage rate reach over 95% of the population by 2026, and achieve the goal of universal health insurance coverage by 2030.

Accordingly, the task to be done immediately:

Organize research, study, dissemination and propaganda of Directive No. 52-CT/TW, the Plan of the Provincial Party Standing Committee and the Party's viewpoints and guidelines, the State's policies and laws on health insurance, in many forms, suitable to practical conditions, to create unity in awareness and action of all levels, sectors and the whole society to implement universal health insurance in the new period.

The agency in charge of implementation: The Provincial Party Committee's Propaganda and Mass Mobilization Department directs propaganda, monitors and urges the organization of studying and implementing the Directive.

Implementation time: Completed in November 2025

Review, integrate, and include the goals, tasks, and solutions for implementing universal health insurance by 2030 into the socio -economic development plan and program for the 2026-2030 period and annually of Lao Cai province.

Implementing agency: Provincial People's Committee Party Committee.

Implementation time: Completed in November 2025

Develop a Plan to implement Directive No. 52-CT/TW of the Secretariat and the Plan of the Provincial Party Standing Committee.

Implementing agencies: Provincial People's Committee Party Committee; Party Committees of communes and wards.

Implementation time: Completed in December 2025.

Strengthen and promote the effectiveness of the leadership, direction and inter-sectoral coordination role of the Steering Committee for the implementation of social insurance and health insurance policies at all levels in disseminating and popularizing policies and laws on health insurance and promoting the target of developing health insurance participants, in order to achieve the goal of universal health insurance coverage.

Review and study the promulgation of policies to support health insurance premiums from local budgets for certain groups such as the elderly, people from near-poor households, ethnic minorities with special difficulties, etc., ensuring consistency and consistency with the Party's policies, State policies and laws, and in accordance with local practical conditions.
