Lao Cai honors people with merit

Over the years, Lao Cai province has always considered the work of "Repaying gratitude" and taking care of people with revolutionary contributions as a political task, a vivid manifestation of the morality of "remembering the source of water when drinking". A series of preferential policies and guidelines have been practically implemented, spreading to each family and each fate so that each person with revolutionary contributions can feel the care and gratitude of the Party, State and People.

The preferential policy for meritorious people in Lao Cai province is being implemented closely, not only stopping at showing gratitude on holidays and Tet but also going into solving essential needs, improving the quality of life for policy families. Many meritorious people expressed their trust in the streamlined political apparatus, close to the people and appreciated the preferential policies.

War invalid Ha Thanh Giac, Ben Den village, Dong Cuong commune, was touched by the care and regular visits of local officials: I truly feel the deep care of the Party, the State and the authorities at all levels. On every holiday, Tet or War Invalids and Martyrs Day 27/7, there are officials who come to visit and encourage. It is this closeness and thoughtfulness that makes me very moved and gives me more confidence in the increasingly streamlined government apparatus, serving the people better.

For Mr. Le Van Ngoc, Cau Mo village, Thac Ba commune, the new house completed in mid-2025 is the result of many years of waiting and hope. Thanks to the support of 60 million VND from the State and the wholehearted help of his family and villagers, the spacious and solid house has become a place to live, bringing him peace of mind in his old age.

Looking at the national flag flying on the roof of the new house, Mr. Ngoc emotionally shared: This house has been my dream for a long time. Now that I have a solid, clean and beautiful place to live, I feel like I have been given more strength. This is not only a material home, but also an emotional and great encouragement, helping me live happily and healthily every day.

Mr. Ngoc's joy is also the shared joy of more than 540 meritorious people and martyrs' relatives in Lao Cai province who received support to build new and repair houses in 2025, with a total cost of more than 24.5 billion VND from the central budget, provincial budget, Gratitude Fund and socialized sources.

Behind the new houses is the gratitude and deep concern of the Party, the government and the people. It is not only a social security policy, but also a policy of the people, demonstrating the province's determination to "leave no one behind" on the journey of gratitude.

That care has become a great source of spiritual motivation, helping those with merit in the province have more faith and determination, continue to strive, and set a good example for their children and the community.

The gratitude policy in Lao Cai does not stop at material support, but also aims at health care, job creation, and improving the spiritual life of people with meritorious services.

The province currently manages more than 98,000 records of people with revolutionary contributions, of which more than 8,100 people receive monthly allowances. The standard level of preferential allowances for people with revolutionary contributions is given attention and adjusted promptly, gradually increasing over the years, from 1,624,000 VND in 2021 to 2,789,000 VND in 2024.

"Each candle - A heart" - the spirit of "Repaying gratitude" spreads strongly, creating a source of affection throughout the province.

During the 2021 - 2025 period, the province has implemented a health care policy for 18,959 meritorious people and relatives of martyrs, with a budget of VND 34,698.43 million, ensuring that 100% of meritorious people are granted health insurance cards and receive health care according to regulations.

Not only ensuring material benefits, Lao Cai also focuses on improving service experience and reforming administrative procedures, applying digital transformation and the "one-stop shop" mechanism to help receive, appraise and pay subsidies quickly and transparently, minimizing time and costs for meritorious people.

Mr. Pham Duy Hung - Head of the Department of Meritorious People, Lao Cai Province Department of Home Affairs, emphasized the orientation in the coming time: We will continue to fully, promptly and transparently implement preferential policies for meritorious people, ensuring that subsidies are paid on time and to the right subjects. At the same time, the province focuses on taking care of the material and spiritual life of meritorious people and their relatives, including health, housing, education, employment, loan support and access to social services.

Not only from the government, the spirit of "Repaying gratitude" has also spread widely, creating a source of gratitude throughout the province. Models such as "Comradeship Club", "Bowl of Love Porridge", "Red Address of Gratitude", "Journey to the Source" ... are maintained regularly. In particular, Lao Cai youth also express deep gratitude through activities such as "Lighting candles of gratitude" at martyrs' cemeteries, with the message "Each candle - A heart", turning gratitude into a sustainable morality.

All of these activities have created a beautiful picture of a humane and affectionate Lao Cai, where each policy not only has material value but also touches people's hearts so that "Repaying gratitude" is not only a movement, but also a source of eternal morality, deeply permeating the culture and life of the nation.
