This is one of the notable proposals that delegate Le Thi Lam Thanh ( Hau Giang ) raised when speaking before the National Assembly on the morning of May 27 about the draft revised Law on Social Insurance.

Specifically, according to the delegate, Clause 2, Article 55 stipulates that male employees participating in social insurance are entitled to 5 working days off for maternity leave when their wives give birth normally, and 7 days if their wives give birth under 32 weeks old or have to have a caesarean section. In case the wife gives birth to twins, the male employee is entitled to 10 days off, and for each additional child, 3 days off for each additional child. Also in this clause, Point d stipulates that in case the wife gives birth to twins and has to have a caesarean section, she is entitled to 14 working days off. From the third child or more, having to have a caesarean section, she is entitled to 3 more days off for each additional child. The time off for maternity leave for male employees is calculated within the first 60 days from the date the wife gives birth. Regarding this content, delegate Le Thi Lam Thanh proposed to study increasing the number of days off to a minimum of 10 days for normal cases and possibly more in cases of twins or caesarean section to ensure the father's responsibility in taking care of young children. Regarding Clause 1, Article 53, delegate Le Thi Thanh Lam proposed to study increasing the number of prenatal check-ups to a minimum of 5 times or more when indicated. The female delegate stated that in reality, on average, pregnant workers go for prenatal check-ups once a month as prescribed by a doctor, and in the last months of pregnancy they can go for check-ups many times. "If the regulation stipulates that female workers are only allowed to take a maximum of 5 days off during pregnancy, it means they have to ask for additional unpaid leave," said delegate Le Thi Thanh Lam.

Agreeing with this opinion, delegate Nguyen Thi Yen Nhi ( Ben Tre ) said that through contact with voters, there were many different opinions on this content. According to the delegate, when pregnant female workers go for a routine prenatal check-up, the doctor usually orders a follow-up check-up after 30 days. However, according to current regulations and the draft law, female workers are only allowed to take a maximum of 5 days off for prenatal check-ups. In the case of a smooth, normal pregnancy, this regulation may be appropriate. In the case of abnormal fetal development, the doctor usually orders the pregnant woman to be closely monitored and have a follow-up check-up after 1 week, 10 days, 15 days... "Thus, the time prescribed in the draft law as well as the current law of only being allowed to take a leave of absence no more than 5 times is too low for cases of abnormal fetal development," delegate Nguyen Thi Yen Nhi stated her opinion. To ensure good health care conditions for pregnant female workers to work with peace of mind, delegates said that it is necessary to consider and regulate more flexibly. Women can choose to take 5 days off, each time no more than 2 days for prenatal check-ups or have a total of 10 days off for prenatal check-ups during the entire pregnancy so that pregnant women can be fully monitored and the fetus can develop well.
