"Taking people as the root" - the consistent principle of the Party and State of Vietnam

Successfully building a democratic, progressive, civilized socialist regime is the desire, aspiration, and goal of the Party, State, and people of Vietnam. To realize that goal and aspiration, our Party and State always determine that it is necessary to rely on the people, "take the people as the root", because the people are the great force, the important subject that decides all successes or failures in the cause of building, protecting, and developing the country.

Throughout the process of leading the country's innovation and development, "taking the people as the root" has become a consistent viewpoint and principle in the perception and action of the Party and State of Vietnam.

Our Party always clearly recognizes the important and great role of the people, and at the same time thoroughly grasps the idea of "taking the people as the root" in the entire political system, at all levels, sectors, localities and units to organize and implement it in practice.

At the 6th Congress, our Party clearly identified: "must thoroughly grasp the idea of "taking the people as the root", build and promote the mastery of the working people"; "All policies and guidelines of the Party must originate from the interests, aspirations and capabilities of the working people, and must arouse the sympathy and response of the masses".

In the following Congresses, the Party's viewpoint has always consistently affirmed the important role of the people, that the people are the decisive force for all victories in the process of building and developing the country, therefore, it is necessary to rely on the people, trust and promote the role and strength of the people.

The 13th National Party Congress continued to emphasize: “The people are the center and the subject of the cause of innovation, construction and protection of the Fatherland”; therefore, “all guidelines and policies must truly originate from the requirements, aspirations, rights and legitimate and legal interests of the people”, “take the happiness and prosperity of the people as the goal to strive for”; must always “tighten close relations with the people, rely on the people”; must let “the people know, the people discuss, the people do, the people inspect, the people supervise, the people benefit”, at the same time the people must be “able to decide on major and important issues of the country”. In all decisions and all work of the Party and State, we must always "take the people as the center", "respect the people, be close to the people, understand the people, and serve the people", "respect, ensure, and protect the people's right to mastery; promote the role of the subject and the central position of the people in the country's development strategy, in the entire process of building and defending the Fatherland",...

Along with the Party's Documents, Resolutions and Directives, the State also issued a series of documents and laws affirming the important role of the people, and at the same time directing all levels, sectors and localities to truly respect the people, always listen to the people's opinions, understand the people's thoughts and aspirations, promote the people's role, ensure and protect the people's legitimate rights and interests.

At the same time, the drafting and promulgation of Party documents, resolutions, the Constitution, laws, etc. of the State are carried out by collecting opinions from a wide range of people in many forms to listen to the people's thoughts and aspirations, receive their opinions and contributions, thereby amending, supplementing and perfecting the system of documents, policies and laws to suit, ensuring the rights and interests of all people.

In all state organizations and agencies, there is a citizen reception department, mailbox, and notebook to receive comments, contributions, reflections, denunciations, etc. from the people.

In particular, we have the National Assembly 's Petition Committee in charge of receiving and processing petitions, recommendations, complaints and denunciations from citizens from grassroots citizen reception departments, departments and branches... on that basis, consider and recommend competent state agencies to promptly resolve them to ensure the legitimate and legal rights and interests of the people.

According to the Report of the People's Petition Committee, as of October 5, 2023, 2,474/2,765 petitions had been resolved and responded to voters, reaching 89.5%, including many issues related to people's lives and practical rights.

In the process of organizing and implementing the country's socio-economic development policies and guidelines, the Party and State also actively direct organizations, forces, agencies, departments, branches and localities to always thoroughly grasp the viewpoint of "taking the people as the root", always put the people at the center, take the rights and interests of the majority of people as the basis for implementing policies in the direction of ensuring and best protecting the legitimate and legal rights and interests of the people, ensuring that the entire process of building and developing the country is of the people, by the people and for the people, leaving no one behind or excluded from the country's development trajectory.

All socio-economic development policies of the State are built and implemented on the basis of the needs, aspirations and interests of the people, ensuring balance and harmony of interests among social classes, economic entities and sectors, while at the same time providing support and creating more favorable conditions for economic entities in difficult areas, rural areas, mountainous areas, remote areas, border areas and islands.

The Party and the State also regularly direct the organization of summarization, evaluation, and reception of people's feedback to promptly make changes and adjustments to socio-economic development policies to suit the people's thoughts and aspirations, ensuring better response to the rights and interests of the majority of people; at the same time, implementing many measures and methods to create conditions for people of all walks of life to participate in the work of State agencies in accordance with the principle that people must "know", "discuss", "do", "check", and "supervise" the promulgation and implementation of the country's socio-economic development policies and guidelines, especially participating in major and important tasks related to the nation's destiny, territorial security, and socio-economic development guidelines, while at the same time "enjoying" the achievements of the country's development process.

Thus, "taking people as the root" is not only a consistent viewpoint in the perception and action of the Party, the State and the entire political system, but moreover, it is also an effective method and approach to effectively implement democracy, ensure and protect the rights and interests of the people in reality.

However, with hostile attitudes and dark political plots, reactionary forces regularly attack, defame, and distort the Vietnamese Party and State, declaring that "taking the people as the root" is just a slogan recorded in Party documents to embellish and praise the Party, but is never implemented in reality.

The anti-government elements fabricate that all of Vietnam's policies and strategies originate from the Party's will, the will of officials, and serve the interests of a group of leaders in power, but are not really for the people, concerned about the people, or taking care of the people.

Even the people are abandoned and left out of the development process, so although the country has improved a lot, the majority of the people have to endure a very difficult life, deprivation, many civil rights and human rights are violated...

It is not difficult to see that the dark political plot behind those blatant distortions and fabrications of hostile and reactionary forces is to attack and defame the Party and State, deny the efforts and good achievements of the Party and State of Vietnam over the years in implementing democracy, always respecting and being close to the people, always considering the people as the center of all policies and strategies, considering ensuring and protecting the rights and interests of the people, bringing happiness to the majority of people as the aspiration, goal and driving force of the entire process of building and developing the country.

In fact, it is thanks to the steadfastness and good implementation of the principle of "taking the people as the root" that our Party and State have led and directed the construction and development of Vietnam in recent years, achieving very proud achievements not only in economic growth rate, ensuring political and social stability, maintaining territorial sovereignty and security, enhancing the country's position, stature and prestige, ... but more importantly, the achievements in implementing democracy, bringing to the Vietnamese people an increasingly prosperous, happy, progressive and civilized life.

Just counting the achievements that Vietnam has achieved in 2023 such as: Applying all measures to promote economic growth to bring the average income for people to reach 4,284 USD (more than 40 times higher than in 1990); making efforts to implement poverty reduction policies to reduce the poverty rate to less than 3%; balancing resources to ensure monthly subsidies for 100% of social protection beneficiaries; supporting 100% of people affected by natural disasters, hunger, assisting and caring for over 90% of people with disabilities, the elderly...; or the Party and State's efforts to mobilize all forces and resources, even accepting temporary economic losses, to support the people, protect people's health, accompany people to overcome the years of the Covid-19 pandemic, natural disasters, storms and floods, not letting anyone go hungry, thirsty, or lack shelter, etc. are all vivid proofs of the respect for the people, for the people, considering the people as the root, always taking the people as the root of the Party and State of Vietnam, at the same time helping to refute all distortions and attacks of hostile forces, affirming the superior democratic nature of the socialist regime of the people, by the people, for the people of Vietnam.
