Taking people as the center of development strategy

Comments focused on emphasizing the consistent viewpoint of "taking people as the center of development strategy", considering "developing high-quality human resources as a breakthrough" to realize the goal of rapid and sustainable development in the 2025 - 2030 period.

Mr. Dang Van Xuong, Chairman of the Tay Ninh Provincial Lawyers Association, said: The draft Political Report submitted to the 14th National Party Congress objectively and comprehensively reflects the country's development results in a difficult context, especially after the COVID-19 pandemic and global economic fluctuations. Our Party has clearly demonstrated its mettle, intelligence and leadership capacity, leading the country to overcome challenges and achieve many great and historic achievements.

According to Mr. Xuong, the economy continues to grow well, major balances are ensured, and people's lives are constantly improving. Many important targets have been achieved and exceeded: GDP per capita reached about 5,000 USD; the human development index (HDI) increased by 14 levels, putting Vietnam in the group of countries with high human development. These results are vivid evidence of the effectiveness of the innovation policy and the superiority of our country.

However, Mr. Dang Van Xuong also contributed an assessment of people's lives in the draft document, which needs to be expressed more consistently to increase persuasiveness; at the same time, he proposed adding the viewpoint "Promoting people's strength" before "Promoting the strength of great national unity" to emphasize the central role of the people in all decisions.

In addition, Mr. Dang Van Xuong proposed adding the phrase "improving life" to the viewpoint: "All policies and guidelines of the Party and State must truly originate from the requirements, aspirations, rights and legitimate and legal interests of the people; taking improving life, happiness and satisfaction of the people as a measure and goal to strive for. "No matter how high economic growth and budget revenue are, if people's lives do not improve significantly, that development is not complete," Mr. Xuong affirmed.

Sharing the same view, Mr. Nguyen Van Hung, Vice Chairman of the People's Council of Hoa Khanh Commune, assessed that during the past term, people's lives, especially in rural areas, have been significantly improved. Traffic infrastructure, electricity, clean water and internet have been invested synchronously, contributing to changing the local appearance, promoting production and improving the quality of life. Poverty reduction policies, supporting near-poor households and disadvantaged people have been effectively implemented.

In the cultural field, according to Mr. Hung, the movement "All people unite to build a cultural life" continues to spread, arousing the spirit of solidarity and humanity in the community. Many traditional values are restored; festivals and cultural heritages are preserved and promoted, contributing to shaping the unique identity of each region, improving the spiritual life of the people.

However, Mr. Hung also expressed concern about the deterioration of behavioral culture, pragmatic lifestyle and negative impacts from social networks, especially on young people. Mr. Hung emphasized: “It is necessary to pay attention to investing in cultural development on par with the economy, considering culture as the spiritual foundation and endogenous strength for sustainable development. At the same time, each cadre and party member needs to set an example in lifestyle, communication and office culture; thereby, spreading ethical values, humanity and affection in the community - in accordance with the spirit of the Resolution of the 13th National Party Congress on building Vietnamese people who are comprehensively developed, have courage, personality and responsibility to society”.

From a grassroots perspective, Mr. Pham Van Bon, Secretary of the Party Committee of Can Giuoc commune, Tay Ninh province, said that the locality identified human resource development as one of the three strategic breakthroughs for the 2025-2030 period, in line with the orientation in the draft documents of the 14th National Party Congress - emphasizing rapid and sustainable development based on science, technology, innovation and high-quality human resources.

The Commune Party Committee focuses on leading the promotion of links between the government, businesses and vocational training institutions to train workers according to market needs; encourages businesses to participate in training and on-site recruitment; builds a "three-party" model (State, businesses, people) to jointly develop local human resources.

In addition, the locality pays attention to training young people, encouraging creative startups, applying digital economy and e-commerce to create jobs and increase income. Propaganda work has been innovated in the direction of "learning to start a business", linking vocational training with production practices, improving the effectiveness of social security policies, insurance, and housing for workers and laborers.

“Human resource development is the central task, both the driving force and the development goal. With the determination to innovate and the aspiration to rise up, Can Giuoc commune will continue to concretize the province's policy with practical solutions, contributing to building a civilized, prosperous, modern and humane commune,” Mr. Bon emphasized.

From the reality of Tay Ninh, the opinions all agreed that, in order to realize the goal of “rich people, strong country, democracy, fairness, civilization”, it is necessary to continue to innovate the Party’s leadership method, promote the proactive and creative role of the grassroots. In particular, attach importance to the work of cadres, build a clean and strong Party, so that each Party member can truly be a role model and a nucleus of solidarity among the people.
