
The feedback focused on emphasizing the overarching viewpoint of "putting the people at the center of the development strategy," and considering "developing high-quality human resources as a breakthrough" to realize the goal of rapid and sustainable development in the 2025-2030 period.
Mr. Dang Van Xuong, Chairman of the Tay Ninh Provincial Lawyers Association, stated: "The draft Political Report presented to the 14th National Congress of the Party objectively and comprehensively reflects the results of national development in the context of many difficulties, especially after the COVID-19 pandemic and global economic fluctuations. Our Party has clearly demonstrated its courage, wisdom, and leadership capacity, leading the country through challenges and achieving many great achievements of historical significance."
According to Mr. Xuong, the economy continues to grow at a fairly good rate, major balances are ensured, and people's living standards are constantly improving. Many important indicators have met and exceeded targets: GDP per capita reached approximately 5,000 USD; the Human Development Index (HDI) increased by 14 ranks, placing Vietnam in the group of countries with a high level of human development. These results are vivid evidence of the effectiveness of the reform policy and the superiority of our country.
However, Mr. Dang Van Xuong also contributed to the assessment of people's lives in the draft document, suggesting that it needs to be more consistent to increase persuasiveness; at the same time, he proposed adding the viewpoint "Promoting the strength of the people" before "Promoting the strength of national unity" to emphasize the central role of the people in all decision-making.
Furthermore, Mr. Dang Van Xuong proposed adding the phrase "improving living standards" to form the viewpoint: "All policies and guidelines of the Party and State must truly stem from the legitimate demands, aspirations, rights, and interests of the people; taking the improvement of people's living standards, happiness, and satisfaction as the measure and goal to strive for. No matter how high economic growth and budget revenue are, if people's living standards do not improve significantly, then that development is incomplete," Mr. Xuong affirmed.

Sharing the same view, Mr. Nguyen Van Hung, Vice Chairman of the People's Council of Hoa Khanh commune, assessed that during the past term, the lives of the people, especially in rural areas, have improved significantly. Infrastructure such as transportation, electricity, clean water, and internet have been invested in comprehensively, contributing to changing the local landscape, promoting production, and improving the quality of life. Policies to reduce poverty and support near-poor households and vulnerable people have been implemented effectively.
In the cultural field, according to Mr. Hung, the movement "All people unite to build a cultured life" continues to spread, fostering a spirit of solidarity and compassion within the community. Many traditional values have been restored; festivals and cultural heritage have been preserved and promoted, contributing to shaping the unique identity of each region and enhancing the spiritual life of the people.
However, Mr. Hung also expressed concern about the deterioration in cultural behavior, the pragmatic lifestyle, and the negative impact of social media, especially on young people. Mr. Hung emphasized: “We need to invest in cultural development on par with economic development, considering culture as the spiritual foundation and intrinsic strength for sustainable development. At the same time, each official and Party member needs to set an example in their lifestyle, communication, and workplace culture; thereby spreading ethical values, compassion, and solidarity within the community – in line with the spirit of the Party's 13th National Congress Resolution on building a comprehensively developed Vietnamese person with character, integrity, and social responsibility.”

From a grassroots perspective, Mr. Pham Van Bon, Secretary of the Party Committee of Can Giuoc commune, Tay Ninh province, stated that the locality has identified human resource development as one of the three strategic breakthroughs for the 2025-2030 period, in line with the orientation in the draft document of the 14th Party Congress - emphasizing rapid and sustainable development based on science, technology, innovation, and high-quality human resources.
The commune Party Committee focuses on leading and promoting linkages between the government, businesses, and vocational education institutions to train workers according to market needs; encouraging businesses to participate in on-site training and recruitment; and building a "three-party" model (State, businesses, and people) to jointly develop local human resources.
In addition, the locality focuses on training young people, encouraging innovative entrepreneurship, and applying the digital economy and e-commerce to create jobs and increase income. The communication efforts have been reformed to emphasize "learning for career development," linking vocational training with practical production, and improving the effectiveness of social security policies, insurance, and housing for workers and laborers.
“Developing human resources is a central task, serving as both a driving force and a development goal. With a determination to innovate and a desire to excel, Can Giuoc commune will continue to concretize the province's policies with practical solutions, contributing to building a civilized, prosperous, modern, and compassionate commune,” Mr. Bon emphasized.
Based on the practical experience of Tay Ninh, all opinions agreed that, in order to realize the goal of "a prosperous people, a strong nation, democracy, fairness, and civilization," it is necessary to continue to innovate the Party's leadership methods and promote the proactive and creative role of the grassroots. In particular, emphasis should be placed on personnel work and building a clean and strong Party, so that each Party member truly serves as a role model and a nucleus of unity among the people.
