At the end of this year's High School Graduation Exam, in Khanh Hoa province, 346 candidates requested to have their Literature exam re-scored. After the re-scoring, 196 exams kept their scores and 150 exams had their scores increased. Of these, 1 exam increased the most by 0.75 points; 1 exam increased by 0.5 points and 148 exams increased by 0.25 points.
Khanh Hoa Province Department of Education and Training has announced the results of the exam score changes to candidates.
After the information was released, public opinion questioned the phenomenon of increasing scores on a series of exams in this locality.
Speaking with Tien Phong reporter, Mr. Do Huu Quynh, Deputy Director of the Department of Education and Training of Khanh Hoa province, said that unlike multiple-choice exams graded by machine, Literature is an essay exam graded by hand, carried out by grading staff according to the regulations and instructions of the Ministry of Education and Training .
During the marking process, the examiners closely followed the answers and marking instructions, including marking 10 essays together and then marking in two independent rounds in separate rooms.

The examination board has complied with the regulations, each student's paper is marked by 2 independent examiners with 2 rounds.
Through the marking process, it is shown that both the official marking and the re-marking have cases where the test papers differ by 0.25 points between the two examiners. These cases of score differences often fall into the Writing Paragraph and Essay sections of the candidates.
“In multiple choice subjects like Math, Physics, Chemistry… the answers are accurate to the last digit, but in Literature there can be a deviation of 0.25 because it depends on the examiner’s assessment of the student’s ability to perceive literature or express himself. A difference of 0.25 points is also an acceptable margin,” said Mr. Quynh.
The Deputy Director of the Department of Education and Training of Khanh Hoa province also said that there were 150 exam papers with increased scores, of which Khanh Hoa province (old) had 115 papers with increased scores of 0.25 points; Ninh Thuan province (old) had 35 papers with increased scores including: 1 paper with increased scores of 0.5 points; 1 paper with increased scores of 0.75 points.
Invited the examiner to confront
The Deputy Director of Khanh Hoa Department of Education and Training also shared that after the exam results were announced, according to the regulations, all candidates had the right to review their exam papers. The exam board reviewed the papers according to regulations and when the exam scores increased, they recorded it to ensure the rights of the candidates.
“For the exam papers that increased by 0.5 points and 0.75 points, the Examination Board invited two examiners to confront the third examiner before reaching an agreement on the score. According to regulations, we will consider the responsibility of the examiner when there is a difference of 0.5 points in the exam papers,” said Mr. Quynh.
According to the report of the Department of Education and Training of Khanh Hoa province, in the 2025 High School Graduation Exam, both Ninh Thuan (old) and Khanh Hoa (old) provinces had more than 20,000 candidates taking the exam. In Literature alone, 346 candidates requested a re-examination, and nearly 1,000 candidates requested a re-examination for multiple-choice subjects. However, 150 Literature exams had their scores increased, while no multiple-choice exams had their scores increased or decreased.
According to the regulations of the Ministry of Education and Training on re-grading essay exams, each exam will be re-graded by 2 examiners using a different ink color than the official grading.
If the two examiners' scoring results differ, the exam paper will be withdrawn and handed over to the leader of the Review Board to arrange for a third examiner to directly score the candidate's exam paper using a different colored ink.
If the scores of two out of three judges are the same, the same score will be used as the re-examination score. If the scores of all three judges are different, the leader of the Re-examination Board will take the average score of the three scores rounded to two decimal places as the re-examination score.
The Ministry of Education and Training has also stipulated that exam papers with re-examination scores that differ from the first round's scores (announced) by 0.25 points or more will have their scores adjusted to ensure the rights of candidates.
“In case the re-examination score differs from the first round score by 0.5 points or more, a direct dialogue must be organized between the first round judges and the re-examination judges. If there are any negative signs, it must be reported to the leader of the Re-examination Board for handling according to regulations,” the Ministry of Education and Training stipulates.
According to the review results announced by the Khanh Hoa Department of Education and Training, the candidate with the highest increase of 0.75 points in Literature is CTA, a student of Thap Cham High School, who scored 4.0 points before the review and 4.75 points after the review. In Lao Cai province, a candidate's score jumped from 1.1 points to 8.75 points because he filled in the wrong exam code.
