On the gantt road to disburse capital for public investment projects

The Provincial People's Committee has issued a detailed disbursement plan for projects using public investment capital (PIC) in 2025 in Dong Nai province and requires investors and localities to strictly comply with the plan on a monthly and quarterly basis.

Dong Nai's goal in 2025 is to disburse over 95% of planned public investment capital in the province.

Disbursement of public investment capital has not yet improved

According to the Provincial People's Committee, as of April 22, the province's total capital disbursement was nearly VND 1.5 trillion, reaching nearly 9% of the 2025 capital plan (over VND 16.5 trillion). Compared to about a month earlier, the province's capital disbursement rate increased by nearly 4%, equivalent to a disbursed capital of over VND 662 billion.

Although the disbursed capital rate has increased compared to the end of the first quarter of 2025, in reality, the disbursement rate of ODA in general in the province as of April 22 is still lower than expected. Dong Nai is in the group of 27 localities with a disbursement rate lower than the national average and ranked 10th from the bottom, in the group with a low disbursement rate.

Faced with this reality, on April 29, Vice Chairman of the Provincial People's Committee Ho Van Ha signed and issued Plan No. 162/KH-UBND detailing disbursement for each project using VĐTC in 2025 in the province.

According to the Provincial People's Committee, of the total public investment capital of more than 16.5 trillion VND in 2025, the capital plan allocated in 2025 is more than 15.7 trillion VND and the capital plan extended to 2025 is more than 822 billion VND.

According to the Provincial People's Committee, the issuance of a detailed disbursement plan for each project using public investment funds in 2025 in the province aims to achieve the target of disbursing capital sources at least 95% of the plan, improving the efficiency of using public investment funds. At the same time, strengthen discipline, improve the responsibility of leaders and public ethics. Strengthen coordination in monitoring, checking, inspecting and implementing the public investment plan in 2025.

In this plan, the Provincial People's Committee requires relevant units to strictly comply with the disbursement plan for each month, quarter and year. Leaders assigned to each project monitor the implementation progress, closely follow, promptly resolve difficulties and take responsibility for the disbursement results of each project, considering this as the basis for evaluating and classifying the level of completion of assigned tasks in 2025.

Remove bottlenecks early

According to the issued plan, for projects assigned planning targets by the Provincial People's Committee, by November 30, 2025, the Provincial People's Committee requires 28 investors to basically achieve a disbursement rate of about 90% of the capital plan. At the same time, by January 31, 2026, complete the disbursement target of over 95% of the capital plan.

For capital sources assigned by the District People's Committee with planning targets and targets, by November 31, 2025, over 91% of the capital plan must be disbursed and by January 30, 2026, 100% of the 2025 capital plan must be disbursed.

Particularly for key projects in the province, the Provincial People's Committee requires disbursement of all capital allocated according to the 2025 plan.

Specifically, for the two national key projects: Component Project 3, Investment Project for Construction of Ring Road 3 - Ho Chi Minh City and Component Project 1, Bien Hoa - Vung Tau Expressway Project, the target is to disburse more than 90% of the capital of more than VND 379 billion of Component Project 3, Investment Project for Construction of Ring Road 3 by the end of the fourth quarter of 2025.
- Ho Chi Minh City has disbursed over 92% of the total capital of nearly VND 865 billion for Component 1 of the Bien Hoa - Vung Tau Expressway Project. At the same time, by January 30, 2026, it must complete the disbursement of all capital allocated for these projects in 2025.

Similarly, a series of key projects of the province such as: Huong Lo 2 (section 1, phase 1); Bien Hoa city center axis road (section from Vo Thi Sau street to Dang Van Tron street); Cai riverside road (section from Ha Huy Giap street to Tran Quoc Toan street); Provincial Road 25B, Provincial Road 25C are all targeted to disburse 100% of allocated capital in 2025.

According to Deputy Director of the Department of Finance Phan Trung Hung Ha, in recent times, although localities and related units have made great efforts in disbursing capital for key projects, some projects are still facing difficulties and problems with site clearance in projects in Bien Hoa city. Meanwhile, some other projects such as upgrading Road 25B (section from the center of Nhon Trach district to National Highway 51), Component Project 1, Bien Hoa - Vung Tau Expressway Project are facing difficulties due to the unfinished relocation of technical infrastructure systems. For these projects, the investor must establish a coordination team, closely follow the localities to work together in mobilizing and implementing site clearance compensation and infrastructure relocation" - Mr. Phan Trung Hung Ha said.

At the meeting on the disbursement of ODA in the province at the end of April, Vice Chairman of the Provincial People's Committee Ho Van Ha requested relevant units to review and group issues to promptly resolve difficulties and obstacles. In particular, the group on compensation and site clearance was compiled by the Department of Agriculture and Environment; the group on organization of acceptance, relocation of infrastructure, and planning was compiled by the Department of Construction; the group on project appraisal, bidding plan, and final settlement was compiled by the Department of Finance; and the group on reviewing human resources and arranging the apparatus for disbursement of ODA was compiled by the Department of Home Affairs.
