According to Vice Chairman of the Provincial People's Committee Ho Van Ha, Dong Nai is the locality with the 4th largest economic structure in the country, therefore, the rate of public investment disbursement must also be implemented in accordance with the scale of the province's economic structure.

To achieve the goal of Dong Nai being in the top 10 localities with the highest public investment disbursement rate in the country by the end of June 2025, Vice Chairman of the Provincial People's Committee Ho Van Ha requested the Department of Finance to review and determine the capital disbursement rate that the province needs to achieve by the above time.

At the same time, advise the Provincial People's Committee to issue an implementation plan for departments, branches, investment units and localities to implement. "The heads of the units must directly sign the capital disbursement commitment minutes to take responsibility during the implementation process," Vice Chairman of the Provincial People's Committee Ho Van Ha emphasized.

According to the Department of Finance, the total public investment capital in 2025 in the province as of May 8 is nearly 16.6 trillion VND. Dong Nai is in the group of localities assigned the public investment plan in 2025 in the large group including Hanoi , Ho Chi Minh City and Binh Duong and Binh Phuoc provinces.

As of May 8, the total public investment capital disbursed in the province was more than 1.8 trillion VND, reaching more than 11% of the plan. In the first 4 months of the year alone, the province's public investment disbursement rate was among the provinces lower than the national average.

The reason for the low disbursement rate of public investment capital in the first 4 months of the year, according to the Department of Finance, is that the disbursement volume in the first months of the year focused on transitional projects, especially key projects of the province; some projects with capital allocation for new construction are currently in the design and construction and cost estimation stages, so the volume of payment for consulting costs is not much. These projects are scheduled to have the results of selecting construction contractors and disbursing construction volume by the third quarter; projects with capital allocation for compensation and site clearance are carrying out procedures for inventory and determining land origin... According to the schedule, by the third quarter of 2025, decisions will be issued to approve compensation plans and disburse capital according to the assigned plan...

Regarding solutions to promote the disbursement of public investment capital in the coming time, the Department of Finance proposed that the Provincial People's Committee direct relevant units to focus on accelerating the progress of site clearance, relocation of technical infrastructure works, construction progress, and coordination to remove difficulties and obstacles related to land, resources, and construction materials. The working group for disbursement of public investment capital at all levels shall strengthen inspection and supervision at the site to urge contractors and consultants to speed up the progress. Strengthen discipline, order, and strictly handle according to regulations investors, project management boards, organizations, and individuals who intentionally slow down and affect the progress of capital disbursement...
