Therefore, according to Mr. Guterres, global action is needed to control the situation, starting with a code of conduct for governments , technology companies, and advertising companies to rely on to spread real news and protect human rights.
"Fake news and incitement of hatred on cyberspace add fuel to the fire of conflict..., threatening democracy and human rights " - Mr. Guterres emphasized, adding that the rapid development of AI tools (including chatbots, image creation technology, voice imitation...) poses a great risk of aiding.

The UN Secretary-General said he plans to appoint scientific advisory councils to prepare for possible initiatives the UN may undertake. In addition, Mr. Guterres said he would consult widely on the principles of the UN Code of Conduct for the Integration of Information on Digital Platforms, which he plans to issue at the Summit for the Future next year.
Mr. Guterres said that many initiatives are underway, including a European Union (EU) law and code of conduct for its 27 member states. In addition, the UK plans to host the first global summit on AI safety next autumn.
“AI has huge potential to make life better,” British Chancellor Rishi Sunak said last week. “But we need to ensure it is developed and used safely.”
In addition to these developments, many other governments are also studying how to regulate AI. However, according to the UN Secretary-General, this is not easy because things are moving very quickly and therefore a global approach is needed.
Mr. Guterres said the key issue here is that technology companies are prioritizing huge profits over respect for privacy, truth and human rights.
Among the principles pursued by the UN, governments are encouraged not to respond to fake news and hate speech by blocking the internet or banning digital platforms, etc.; companies that manage digital platforms need to be transparent about algorithms, advertising and how they handle fake news, etc.
