City Cooperative Alliance celebrates 35 years of establishment (1989–2024): Affirming the core role in developing the collective economy

(Haiphong.gov.vn) – On the morning of June 21, at the City Theater, the City Cooperative Alliance held a ceremony to celebrate the 35th anniversary of its founding (July 31, 1990 – July 31, 2025).

Attending the ceremony were comrades: Cao Xuan Thu Van, Secretary of the Party Committee, President of the Vietnam Cooperative Alliance; Le Anh Quan, Permanent Vice Chairman of the City People's Committee; leaders of departments, branches, districts, unions and agencies of the city; leaders of the Cooperative Alliance of provinces and cities; leaders and officials of the City Cooperative Alliance of different periods.

35th Anniversary of the Founding of the City Cooperative Union (July 31, 1990 - July 31, 2025).

At the Anniversary Ceremony, delegates reviewed the 35-year journey of formation and development of the Hai Phong City Cooperative Union, recognizing the efforts and positive contributions of generations of cadres throughout the process of construction and growth.

Entering the period of innovation since 1986, in the context of economic development according to the market mechanism, the collective economic sector - with the core being cooperatives - following the old model gradually revealed many weaknesses, was no longer suitable, leading to a state of stagnant operations, even having to stop operations.

In response to the need for innovation, on July 31, 1990, the Hai Phong City People's Committee issued Decision No. 715 to establish the Hai Phong Council of Cooperatives and Non-State Industrial Establishments, with three main tasks: representing cooperatives; advising on the development of related policies; and organizing support services. With this decision, Hai Phong is one of the leading localities in the country in overcoming the situation of cooperatives without representative organizations.

Over the past 35 years of construction and development since the founding of the predecessor organization, the Hai Phong City Cooperative Union has held 06 official Congresses and 01 extraordinary Congress. Each Congress marks an important step in development in terms of organization and operation, associated with the mission of consolidating, innovating, developing and improving the efficiency of the collective economy and cooperatives according to the Party's guidelines and the State's policies and laws.

The City Cooperative Union has constantly affirmed its role as an organization representing and protecting the legitimate rights and interests of its members; connecting and supporting cooperatives to operate effectively and participate in the value chain; contributing to promoting the development of the collective economic sector and actively contributing to the socio-economic development of Hai Phong city.

Speaking at the Anniversary Ceremony, Standing Vice Chairman of the City People's Committee Le Anh Quan acknowledged and commended the positive contributions of generations of cadres, along with the spirit of solidarity and responsibility of all cadres, civil servants, public employees and employees of the City Cooperative Union over the past 35 years. In order to develop the collective economy in the new period in the spirit of Resolution No. 20-NQ/TW dated June 16, 2022 of the 13th Party Central Committee and contribute more effectively to the overall development of the city, the Standing Vice Chairman requested the City Cooperative Union to: proactively and effectively implement the policy of merging provinces and cities; do a good job of merging the Hai Phong and Hai Duong Cooperative Unions; promptly arrange and consolidate the organizational apparatus after the merger to quickly stabilize the operations and ideology of cadres and employees; effectively organize the implementation of Resolution No. 20-NQ/TW; thoroughly study and disseminate the Law on Cooperatives to members; perform well the assigned tasks, associated with the implementation of Resolution No. 45-NQ/TW of the Politburo on building and developing Hai Phong city to 2030, with a vision to 2045, in which the development of the collective economy is identified as a key content in the new context. The Standing Vice Chairman also proposed to continue to effectively implement support policies on training, fostering, capital assistance, trade promotion, and product consumption connection; at the same time, innovate and improve the quality of operations of agencies under the City Cooperative Union; focus on training and building a team of cadres with strong political will, good qualities and professional capacity to meet the requirements of leadership, management, and effectively serve the cause of collective economic development of the city.
