During the 2020-2025 term, under the close direction of the Party Committee of the City People's Committee and the Party Committee of the City Agencies Bloc (now the Party Committee of the City People's Committee), the Party Committee of the City People's Committee Office has strictly implemented the principle of democratic centralism, promoted collective intelligence and the role of the head, and led the successful completion of political tasks and targets set forth in the Resolution.
The City People's Committee Office has always been proactive and coordinated effectively with departments, branches and localities, doing a good job of advising in directing and operating socio -economic development tasks, national defense and security and the city's annual theme, contributing significantly to the city maintaining double-digit economic growth for 10 consecutive years.
The work of preparing reports, projects, submissions, and draft resolutions for the meetings of the City Party Committee, City People's Council, and the Central Government has been carried out carefully and effectively. Administrative reform and the application of information technology in office work have been promoted, with the annual administrative reform index always being in the leading group of departments and branches. The work of managing, exploiting, and securing state documents has been carried out seriously and in accordance with regulations.
Regarding Party building, the Party Committee of the City People's Committee Office has led Party cells to focus on political and ideological work; effectively implementing Directive 05 of the Politburo in conjunction with Conclusion 01 of the Central Committee on promoting Party building and rectification. The work of improving the quality of Party cell activities, building a contingent of cadres, inspection and supervision has been regularly carried out. For many consecutive years, the Party Committee has been recognized as a typical clean and strong grassroots Party organization.
The Party Congress of the Office of the City People's Committee for the 2025-2030 term agreed on the goals, targets, directions, tasks and key solutions for the new term. The Party Committee identified breakthroughs including: strengthening the role and responsibility of the Executive Committee according to the motto "collective leadership, individual responsibility", associated with promoting administrative reform in the Party; innovating and improving the quality of activities of Party committees and Party cells; improving the quality of advisory and synthesis work and promoting the application of information technology and digital transformation at the Office of the City People's Committee.
The Party Committee also aims to systematize documents and digitize documents to effectively serve the direction and administration of the City People's Committee; at the same time, comprehensively improve the quality of the staff, civil servants and public employees, meeting the requirements of tasks in the local government model.
The Congress set out specific targets: Strive to complete 100% of political and professional tasks according to the annual work program and plan; 100% of party members are classified as having completed their tasks well, of which 15-20% have completed their tasks excellently; 30% of cadres, civil servants, public employees and workers achieve the title of Emulation Fighter at the grassroots level.
Speaking at the Congress, Vice Chairman of the City People's Committee Hoang Minh Cuong acknowledged and highly appreciated the achievements of the City People's Committee Office Party Committee in the past term. Despite facing many difficulties and increasing work pressure, the entire Party Committee has promoted the spirit of solidarity and responsibility, successfully completing the set targets and tasks. The City People's Committee Office has been proactive, closely following its tasks, effectively advising the leaders of the City People's Committee in directing and operating, contributing to making Hai Phong a leading locality in many fields, an important growth pole of the Northern Coastal region, maintaining a double-digit economic growth rate.
It is forecasted that the 2025-2030 term will continue to face many challenges, especially in the context of implementing Resolution 45 of the Politburo, merging Hai Duong province and Hai Phong city, expanding development space, arranging administrative units, implementing a two-level local government model and moving the city's administrative-political center. In response to new requirements, the Vice Chairman of the City People's Committee requested the Party Committee of the City People's Committee Office to promote the spirit of solidarity, continue to improve the quality of consulting, coordination and service, meet the requirements of direction and administration of the City People's Committee in a more effective, professional and systematic manner; promote the application of information technology and digital transformation in all activities.
At the same time, the Party Committee needs to focus on building a clean and strong Party organization; continue to innovate leadership methods; improve the quality of personnel work, political and ideological education, contributing to the successful implementation of the goals of the new term./.
