The Department of Population continues to propose removing the regulation that each couple can only have 1-2 children and giving couples the right to decide on the number of children, the time of birth, and the interval between births.
There are concerns about the risk of population explosion when removing the regulation that each couple can only have 1-2 children. Sharing about this issue, Professor Nguyen Dinh Cu - former Director of the Institute of Population and Social Issues (National Economics University) - said: "When removing this regulation, we can have a basis to believe that the population will not explode, the birth rate will not increase. Rejecting this policy will contribute to maintaining the replacement birth rate."
Sharing the same view, Prof. Dr. Nguyen Anh Tri - member of the National Assembly 's Social Committee - commented: "The proposal to remove the regulation that is no longer suitable for reality is "completely feasible. At this time, the people's needs are there. The Party's will, the people's hearts, and new policies will be implemented. I also want to warn that if we keep the old regulation that each couple can only have 1-2 children, we will reach a stage where we cannot cope anymore, the obvious lesson is Japan and South Korea".
Regarding this issue, the Department of Population - Ministry of Health recently proposed to remove the regulation that each couple can only have 1-2 children and give couples the right to decide on the number of children, time of birth, and interval between births.

However, at this point, the punishment for those who have a third child is no longer appropriate. Our country is experiencing a declining birth rate, although not at an alarming level, it will become an important issue if we do not have an intervention solution from now. Therefore, relaxing the regulation on having 1-2 children is necessary.
Currently, the Department of Population is seeking opinions from experts and researchers to have an official report to the Ministry of Health, then report to the Government on solutions to create the most favorable conditions for couples - those who wish to have children to ensure the best quality of population and race.
According to the explanation of the leader of the Population Department, in reality, many people have the desire and conditions to have a third child, especially civil servants. However, when having a third child, they face sanctions, especially for party members, and these sanctions were established many years ago. Meanwhile, another group that is not caught up in these sanctions, such as farmers and workers in remote areas, still have many children.
Therefore, with the current trend of declining birth rates in our country, Mr. Le Thanh Dung said that, looking from the experience of countries around the world, we must change this regulation.
"We will continue to consult with competent authorities to perfect policies, in accordance with current reality, to have regulations and sanctions appropriate to each period, from which we will have the best population structure and quality in the future," said Mr. Le Thanh Dung.
It is expected that the Department of Population will submit to the Government the draft Population Law in December 2024.
