In implementing site clearance for key projects of the province, localities have been flexible in arranging many resettlement options including: concentrated, on-site, and interleaved, thereby creating high consensus among the people.
The house of Mr. Lam Van Ngon's family in Vai Sieu village 1, Thuong Ha commune is located on the corridor of the Lao Cai - Vinh Yen 500kV transmission line project. After receiving notice that the land had to be cleared to serve the project's construction, Mr. Ngon promptly handed over the land, creating favorable conditions for the contractor to carry out the construction. In early October, the 500kV transmission line project was officially energized, which was also the time when he prepared to move to his new house.

Mr. Ngon shared: When I learned that I had to move to serve the project construction, I was very worried because my family had lived and been attached to this house for many years. However, when the local Party Committee and government showed interest and created favorable conditions for arranging a new house, the family happily complied with the State's policy.
Mr. Vu Duc Nghia - Vice Chairman of Thuong Ha Commune People's Committee said: Implementing the 500kV Lao Cai - Vinh Yen transmission line project, there are 4 households in the commune that have to move their houses. Understanding the concerns of the people, the local Party Committee and government have made efforts to find land locations, then held a meeting to agree on a resettlement plan for the people. Thanks to that, the households in the area of land clearance all agreed and soon handed over the land to the investor to implement the project.

The 500kV Lao Cai - Vinh Yen transmission line project in Lao Cai province is about 140 km long, passing through 13 communes of the province, affecting 2,204 households and 2 organizations, of which 93 households had to relocate and arrange resettlement land to hand over the site. With a large amount of site clearance work and a short implementation time, the entire political system of Lao Cai province has joined forces and joined together, so it has achieved many positive results.
The entire construction site of nearly 140 km of the route through the province and 273 column foundation locations were handed over early to the construction unit, many of which were ahead of schedule compared to the requirements of the Government and the investor. At the meeting to summarize the project site clearance, experience in flexible resettlement arrangements was brought up by many localities and affirmed that this is one of the decisive factors creating high consensus among the people.

Unlike the 500kV Lao Cai - Vinh Yen transmission line project, the resettlement plan for the Sa Pa Airport Project is to build a concentrated resettlement area. Looking down from the Noi Bai - Lao Cai highway to the Sa Pa Airport resettlement area, many people are surprised by the spatial planning and architecture of this resettlement area, which is no less than an urban area.
The horizontal and vertical roads are like a chessboard, the plots of land are square and spacious, the houses are built well with architectural designs suitable for the landscape.
In a small carpentry workshop in the center of the resettlement area, Mr. Vu Van Tuyen (a resident of Cam 4 village) is busy completing tables, chairs, beds and wardrobes according to the orders of the people. Previously, when he was still in the old village, Mr. Tuyen had a small carpentry workshop specializing in making household items for the people in the commune.
When he moved to the resettlement area, he was very happy that the land fund was not only enough to build a house but also had a large enough area for him to rebuild a wood workshop right next to his house. Thanks to that, he not only continued to stick with his job but also maintained a stable income for his family.

After nearly two years of moving to the resettlement area to make way for the Sa Pa Airport Project, the people of Cam 1, Cam 2, Cam 4 villages have gradually settled down in their new environment. Having been accustomed to rural life and farming, they have gradually adapted to the pace of life in the city.
Traditional lifestyles are adjusted to suit the new living space, but people still preserve their unique cultural identity. The resettlement area is planned synchronously from infrastructure to cultural institutions, schools, markets, along with resettlement arrangements suitable for each case, the area is large enough so that people will not feel unfamiliar when moving to a new place. Therefore, it has received consensus from the people, helping the site clearance work to proceed smoothly.

Experience from resettlement arrangements to serve the site clearance of the Sa Pa Airport Project and the Lao Cai - Vinh Yen 500kV transmission line project is being continued by the province when implementing the site clearance of the Lao Cai - Hanoi - Hai Phong railway project. According to the route announcement, the project section through Lao Cai is 143.2km long, requiring the recovery of more than 1,550 hectares of land, affecting 2,581 households and building 45 resettlement areas.
The northern area of Lao Cai province includes Lao Cai ward, Cam Duong, Gia Phu commune, Bao Thang and Bao Ha communes, planned to be arranged in 19 areas (18 resettlement areas and 1 area for primary schools, kindergartens, and cultural houses). The Provincial People's Committee has agreed on a list of projects to build resettlement areas and assigned localities to prepare to invest in 16 projects with a total investment of nearly 300 billion VND. The southern area of Lao Cai province includes Au Lau ward, Chau Que commune, Dong Cuong commune, Tan Hop commune, Xuan Ai commune, Quy Mong commune has 26 concentrated resettlement areas with a total area of 79.05 hectares to serve the site clearance for 922 households whose residential land was recovered with 1,205 resettlement lots. The total construction cost is 635 billion VND.
Mr. Tran Trung Kien - Chairman of Bao Ha Commune People's Committee said: In the commune, there are 2 resettlement areas with approved projects, 6 areas are in the process of examination and appraisal. In the future, the Commune People's Committee will continue to recommend the provincial departments and branches to complete these procedures. Along with arranging people to concentrated resettlement areas, if the local land fund of the people still ensures resettlement and is in accordance with the planning, the locality will facilitate people to resettle on the spot according to their wishes.
Experiences and lessons learned from resettlement arrangements for key projects such as the 500kV Lao Cai - Vinh Yen line, the Lao Cai - Hanoi - Hai Phong railway and Sa Pa Airport have affirmed the importance of flexibility and transparency in site clearance. This is the basis for Lao Cai province to continue to successfully implement strategic projects in the future, contributing to promoting socio-economic development and improving people's lives.
