At noon on July 27, immediately upon receiving information about a dispute related to late payment between contractors in the implementation of the construction contract: Construction of the foundation of the pier from VT17 - VT29 under package 9; Construction of the line from VT17 to VT30 of the Quynh Luu - Thanh Hoa 500kV Line project, Provincial Party Secretary Thai Thanh Quy went directly to the area to direct the handling.

Present at column VT17 (Quynh Thang commune, Quynh Luu district) and column VT24 (Quynh Trang commune, Hoang Mai town), where some groups of people displayed banners demanding payment from the main contractor of the project, with a high risk of obstructing construction and slowing down the project's progress, Provincial Party Secretary Thai Thanh Quy directly listened to reports from representatives of contractors, construction teams, the Central Power Project Management Board and leaders of the Party Committees and authorities of the two localities about the related contents leading to the incident.

Working with the relevant parties, Provincial Party Secretary Thai Thanh Quy clearly stated the viewpoint: This is a key project for national energy security, receiving utmost attention and guidance from the Government and the Prime Minister . To date, the project is being expedited to completion according to schedule.

Conflicts arising between contractors and the current behaviors will affect the morale of construction workers on the site, pose a risk to security and order, and may affect the project's progress.

Provincial Party Secretary Thai Thanh Quy requested that relevant parties should prioritize the overall situation and make efforts to promptly and satisfactorily resolve problems so as not to affect the project's progress. At the same time, he requested that contractors and Project Management Boards regularly coordinate and inform Party committees and authorities at all levels to promptly and effectively handle arising problems.

The head of the Provincial Party Committee requested local Party committees and authorities to closely coordinate, arrange forces and means to be ready to provide maximum support to contractors in the construction of projects; ensure security and order in all aspects, especially grasp information, problems, arising issues, manifestations, and risks affecting the implementation of projects in order to promptly resolve them. The police force deployed professional measures to strengthen security and safety for the construction process of projects under its management, especially in preventing property theft, provocative acts, and obstructing construction.

Currently, contractors and stakeholders have reached an agreement to resolve outstanding issues immediately, committing to not affecting the project's progress.

The 500kV circuit 3 transmission line project passing through Nghe An province has a total length of 99.83 km with 202 tower foundation locations. Of this, the Quang Trach - Quynh Luu project is 82.33 km long with 168 tower foundation locations, and the Quynh Luu - Thanh Hoa project is 17.5 km long with 34 tower foundation locations.

To date, Nghe An province has handed over 202/202 pole foundations and the entire corridor (203/203 pole spans, 88/88 anchor spans) to the investor for construction to proceed according to plan.
