Today, the People's Council of Cao Bang province opened the 38th session (regular session at the end of 2025), the 17th term Provincial People's Council, term 2021 - 2026 to review and comprehensively evaluate the results of implementing the tasks of socio-economic development, national defense, security, budget finance, public investment... in 2025; discuss and approve the main goals, targets, tasks, and solutions for socio-economic development in 2026 and review and decide on important and timely mechanisms and policies to meet the requirements of double-digit growth, rapid and sustainable development of the province in the term 2026 - 2030 and the following years.
First of all, on behalf of the Provincial Party Committee, I would like to send my best regards and congratulations to the provincial leaders, National Assembly deputies, Provincial People's Council deputies, distinguished guests, voters and people of all ethnic groups in the province. Wishing the 38th session of the Provincial People's Council a great success!
Distinguished delegates, voters, and citizens of the province!
2025 is a particularly important year, marked by many significant events for the country and the province. We successfully organized Party congresses at all levels and the 20th Provincial Party Congress, for the 2025-2030 term; this year also marks a strong shift in thinking, vision, institutional reform, administrative reform, scientific and technological development, innovation, and the operation of a new local government model – transitioning from a three-tiered local government system to a two-tiered system.
Under the focused, thorough, and timely leadership of the Provincial Party Committee, the support, cooperation, and flexibility of the Provincial People's Council, the decisive, creative, and practical direction and management of the Provincial People's Committee, and the active and effective participation of all levels, sectors, and localities in implementation, the Party Committee, government, and people of all ethnic groups in Cao Bang province have upheld the tradition of unity of their revolutionary homeland. With resilience, self-reliance, and a strong aspiration to rise, we have overcome difficulties and challenges. Many policies and guidelines have been implemented promptly and effectively, achieving positive results and creating a strong foundation and impetus for the province's socio-economic development, specifically:
(1) The province's economy has maintained growth, steadfastly pursuing the first part of the goal, with 13 out of 16 main indicators to be completed and exceeded the plan, such as: GRDP is estimated at 8%; state budget revenue achieved outstanding results, exceeding 104% of the central government's assigned budget, exceeding 92% of the provincial People's Council's assigned budget, increasing by 62% compared to the same period in 2024; trade, service, and tourism sectors experienced significant growth, total social investment increased by 13.92%... The fields of health, culture, education, and social security were given attention; the program to eliminate temporary and dilapidated houses in the 2021-2025 period was completed; national defense, security, and foreign affairs continued to be strengthened, creating a stable environment for socio-economic development.
(2) Focus on directing the development of transportation infrastructure, accelerating the progress of major key projects: Dong Dang (Lang Son) - Tra Linh (Cao Bang) expressway project; proactively coordinate the preparation steps for the implementation of the Bac Kan - Cao Bang expressway project... to create development momentum for the province in the new period.
(3) Urgently, synchronously, and consistently implement important strategic policies and tasks as directed by the Central Committee. Effectively implement the streamlining of the political system apparatus, implement the two-level local government model in the province from July 1, 2025; implement decentralization and delegation of power in various fields, associated with administrative procedure reform, innovation, and digital transformation, which have made positive progress.
There are many reasons for achieving these results, but I believe the most important reason is the political determination and aspiration for development of the entire Party Committee, government, and political system; the consensus, trust, and support of the business community and all ethnic groups in the province; the attention, guidance, and assistance of central agencies; and especially the proactive, collaborative, active, and responsible participation of the Provincial People's Council and its members.
Distinguished delegates, esteemed voters!
The report shows that in 2025, the Provincial People's Council will continue to have strong innovations, clearly demonstrating the spirit of initiative, companionship, flexibility and responsibility. On behalf of the Provincial Party Committee, I commend, acknowledge and highly appreciate the important results of the Provincial People's Council, notably:
(1) The Provincial People's Council has actively and proactively prepared and organized 12 sessions, including 10 thematic sessions (the year the Provincial People's Council organized the most thematic sessions in the years of the term) , to consider and issue many important resolutions that have a great impact on the overall development of the province, promptly resolve emerging tasks, obstacles, and unlock resources to contribute to improving the efficiency and effectiveness of the operation of the government at all levels.
(2) Coordinate and seriously implement the streamlining of the apparatus of agencies and units in the province (9 Resolutions have been issued to promptly implement the policy of reorganizing the apparatus of specialized departments and agencies according to the requirements of the tasks) ; responsibility in summarizing, reviewing, and appointing personnel to consolidate key positions of the People's Council and People's Committee of communes and wards in the province when carrying out the merger of commune-level administrative units, implementing the 2-level local government model, ensuring that the commune-level government apparatus starts to operate synchronously, smoothly, effectively and efficiently together with the whole country.
(3) The Standing Committee of the Provincial People's Council and the Committees of the Provincial People's Council have organized many specialized supervision and survey sessions; explanatory sessions and questioning sessions on hot issues of concern to voters and the people; at the same time, they have regularly focused on innovating the forms of activities, supervision, and questioning to meet practical requirements, thereby helping functional agencies to see existing problems and limitations to promptly rectify, handle, overcome and propose the construction of mechanisms and policies to promote development and ensure local social security.
The provincial People's Council delegates have also been very active, proactive, and attentive to the grassroots, understanding the thoughts, aspirations, and suggestions of voters to convey them to relevant agencies for consideration and resolution, demonstrating their role as elected representatives, representing the will and aspirations of the people of the province.
Dear comrades!
We are entering a new era – an era of national growth, development, and prosperity. The workload and tasks facing all levels and sectors are immense, the responsibilities heavy, and unprecedented challenges arise, requiring all levels of government to continue innovating their thinking, changing their actions, and adapting more flexibly, strongly, and decisively. With that spirit, I propose that the Provincial People's Council, the Provincial People's Committee, and all levels, sectors, and localities in the province focus on effectively implementing the following tasks in the coming period:
Firstly, we must strengthen focus and concretize the action program implementing the Resolution of the 20th Provincial Party Congress into a comprehensive work program for all levels, sectors, and localities; while closely adhering to the targets and objectives of the Congress Resolution, the province's key programs, and breakthrough plans for the 2025-2030 term to consider and issue appropriate, consistent, and effective mechanisms and policies, contributing to building and consolidating the political system and developing the province's socio-economic sector towards double-digit growth (GRDP 10%) starting from 2026, creating a strong breakthrough momentum for the entire 2026-2030 period.
Secondly, strengthen investment in the development of socio-economic infrastructure, especially transportation and digital infrastructure; focus on directing and accelerating the construction progress of a number of key projects: the Dong Dang (Lang Son) - Tra Linh (Cao Bang) expressway project; coordinate with Thai Nguyen province to expedite investment procedures for the Bac Kan - Cao Bang expressway, the project to build medical facilities and 11 multi-level boarding schools in border communes...
Continue to resolutely and synchronously implement solutions to increase budget revenue and new rural construction goals; focus on removing difficulties for projects, speeding up the disbursement of public investment capital associated with handling the responsibilities of leaders, individuals and collectives related to slow progress and ineffective use of public investment capital.
Focus on the comprehensive development of culture, education, and healthcare, ensuring social security and sustainable poverty reduction; improving the quality of life for the people. Promote administrative reform and improve the quality of human resources in conjunction with digital transformation. Strengthen foreign relations activities, closely coordinating with ensuring national defense and security, maintaining political stability and social order in the province.
Third, continue to innovate leadership and direction methods more drastically and closely; strengthen decentralization and delegation of power in each field, in accordance with the two-level local government model. Proactively coordinate to review, direct and guide the commune-level government apparatus to implement tasks, ensuring unity, smoothness and efficiency in accordance with assigned functions and powers.
The Provincial People's Council strengthens supervision work in a practical, effective and efficient manner, considering supervision as an effective measure in building and consolidating the activities of two-level local governments, a tool to ensure that socio-economic development fields meet the aspirations and legitimate needs of voters and people. Accordingly, it is necessary to proactively and promptly grasp the thoughts and aspirations of the people to supervise and make recommendations to competent authorities to promptly resolve issues of concern and concern to the people; be more resolute in monitoring and urging the resolution of opinions and recommendations after supervision to ensure operational efficiency.
Fourth, strengthen propaganda and mobilization, focus on grasping the thoughts and aspirations of the people and voters before the 14th National Congress of the Party and the election of National Assembly deputies and People's Council deputies at all levels; seriously and qualitatively organize the implementation of contents related to the election of deputies to the 16th National Assembly and the election of People's Council deputies at all levels of the province for the 2026-2031 term according to their authority. This is a major and extremely important content, so it is recommended that authorities at all levels and sectors focus highly on implementing this task well.
Fifth, at this session, the Provincial People's Council will focus on comprehensively discussing and evaluating reports and considering and deciding on the adoption of 19 resolutions. These are all very important contents with a significant impact on the immediate and long-term development of the province. Therefore, I propose that the delegates of the Provincial People's Council continue to uphold their sense of responsibility, focus on thorough research and discussion, compare them with legal regulations and the practical situation, and consider the effectiveness and feasibility of these resolutions for social life, so that the resolutions passed are constitutional, legal, highly feasible, address difficulties and existing problems in practice, and contribute to promoting the socio-economic development of the province in 2026 and the following years.

Every stage and every period presents difficulties and challenges. I believe and expect that if we continue to inherit and build upon the lessons learned; with the unity, effort, determination, and concerted efforts of the entire political system, all levels, sectors, localities, cadres, Party members, armed forces personnel, the business community, and all the people in the province, we can overcome any difficulty. With that spirit, I hope and urge all comrades to set the highest level of determination to complete and exceed the targets set for 2026, creating momentum and a solid foundation for the new development phase of our province.
