According to Mr. Pham Anh Tuan, Chairman of Gia Lai Provincial People's Committee, Gia Lai province's agricultural sector still has a lot of potential; if it is reorganized systematically, oriented correctly and invested effectively, it is completely capable of rapid growth in the coming time.
This is an important sector, not only for rural economic development, but also contributes significantly to the overall growth of the province.
However, the implementation of agricultural, forestry and livestock projects in the old Gia Lai province is facing many difficulties and obstacles. In this situation, Mr. Pham Anh Tuan, Chairman of Gia Lai Provincial People's Committee chaired the meeting and gave directions to resolve the problems.
Accordingly, for the Chu Se High-tech Agricultural Zone Project (Viet Phuc Production and Import-Export Joint Stock Company) and the TRE - Dak Doa High-tech Agricultural Zone Project, according to the Department of Agriculture and Rural Development of Gia Lai province, these two projects are in the province's planning list and the project has been approved as a High-tech Agricultural Zone.
However, the project implementation process encountered many difficulties due to the investment scale exceeding the actual needs and response capacity of the locality and neighboring areas, leading to low efficiency.
Therefore, the Chairman of Gia Lai province assigned the Department of Agriculture and Environment to coordinate with the Department of Finance to review the implementation process and work with relevant units to make appropriate adjustments to ensure the implementation of the projects.
The project of planting forestry trees combined with raising cattle was assigned by Trung Nguyen Cattle Breeding Company Limited. The Department of Agriculture and Rural Development was assigned to guide Trung Nguyen Cattle Breeding Company Limited to carry out the procedures for reclaiming the entire area of land previously planted with rubber and leasing it to Trung Nguyen Cattle Breeding Company Limited (the unit receiving the transfer of rubber trees for a period of 24 months) for the remaining term to use for the purpose originally determined.
In addition, the old Gia Lai province has 11 livestock projects stuck in relation to the land area managed by the Forest Protection Management Board that is currently being cultivated by people. Regarding this problem, the Department of Agriculture and Environment is assigned to review, complete the contents, and report back to the Standing Committee of the Party Committee of Gia Lai Provincial People's Committee for consideration.
For 76 livestock projects that are being implemented but have not yet come into operation, the Chairman of the Gia Lai Provincial People's Committee assigned the Department of Finance to coordinate with the Department of Agriculture and Environment to issue a document requesting investors to speed up the implementation progress as much as possible, organize continuous construction, work at night if not enough during the day, with the spirit of speed - determination - efficiency, in order to soon complete and put the projects into operation, promoting investment efficiency.
"For projects that are slow to be implemented, the Department of Finance must report to the Provincial People's Committee to revoke the project's policy or terminate the project's operation to hand it over to another capable investor to speed up the project's completion," the Chairman of Gia Lai province requested.
Along with that, the Department of Finance has notified each investor to make a commitment table on progress for each specific task from the step of approving the investment policy, implementing land procedures, organizing construction until completing the project and putting it into operation.
With this content, the head of Gia Lai provincial government requested that within 15 days, the Department of Finance synthesize the registration progress of investors to report to the Provincial People's Committee and the relevant sectors for specific assessment. In case of necessity, Mr. Duong Mah Tiep, Vice Chairman of the Provincial People's Committee, will work directly with investors of ongoing projects.
Previously, at the 2nd Session of the 12th Gia Lai Provincial People's Council on July 22, 2025, the Gia Lai Provincial People's Council's supervision delegation reported the results of supervising the implementation of opinions and recommendations after thematic supervision sessions.
According to the report, some investment calling projects had their policy approval decisions in the previous period expired, no extension was requested, and no request was made to withdraw them.
Specifically, the Project on Growing, Processing and Exporting High-Tech Vegetables, Fruits and Eggs (VND100 billion, area of 55 hectares) and the Project on the Center for Producing Seeds and Clean Vegetables using High Technology (VND50 billion, land area of 40 hectares) have been issued by the province, which has issued a decision to cancel the preliminary selection results and proposed a roadmap for implementing investment calling procedures. It is known that these two projects have had investors registered for surveys, but the next steps have been slow to be implemented.
Meanwhile, the province also implemented land recovery procedures for the International Organic Agricultural Production Area Project of Biophap Company Limited in Ia Khuol commune.
According to the report of Gia Lai Provincial People's Committee, as of July 15, 2025, in the old Gia Lai province, there are about 255,668.4 hectares of crops of all kinds produced according to VietGAP, GlobalGAP, 4C, Organic, Rainforest Alliance, FLO standards; 240 growing area codes with a total area of 9.92 hectares and 38 packing facility codes with a total packing capacity of about 1,550 - 1,700 tons of fresh fruit/day for export.
Livestock and poultry farming has developed strongly in the direction of industry and farms when the whole province currently has 103 projects approved for investment with a total area of 2,867.6 hectares, total registered capital of 16,558.04 billion VND (49 projects have been put into operation); there are 5 chains linking businesses with livestock farmers with 180 farms; 14 cooperatives linked with production households in the chain; 11 livestock product production facilities meet VietGAP standards, 1 production facility meets GlobalGAP standards.
