The University of Sciences - Hue University has just had the conclusion of the council re-evaluating the content of the doctoral thesis of Ms. Le Thi An Hoa, Head of the Department of Scientific Research of the Hue Monuments Conservation Center.
Ms. Hoa Nguyen is a PhD student of the 2013 course of the University of Sciences - Hue University, defending her doctoral thesis with code number 62.22.03.13 with the topic "History of Vietnam: The process of formation, development and transformation of royal festivals in Hue from 1802 to 1945".
Ms. Hoa's thesis was defended at the Hue University's Doctoral Thesis Defense Council on March 23, 2018. However, Ms. Hoa was later accused of "plagiarism" with a total of 35 pages in her thesis. Afterwards, Hue University concluded that the accusation was correct with the "plagiarism" error identified as 12 pages (the number of words arranged in 12 pages).

After that, the Council for Re-Evaluation of the content of Ms. Hoa's doctoral thesis was assigned by Hue University to the University of Science with 6 members. For a long time, these members directly read and analyzed the content of the thesis, and sent individual evaluation reports to the Chairman of the Council.
Accordingly, out of 6 council members, 5 members did not agree to approve the thesis if PhD student Le Thi An Hoa did not accept, edit and supplement according to the council's opinions. The council members suggested that the PhD student should be open-minded, seriously accept and correct the errors pointed out in the thesis content.
One committee member judged that the thesis did not meet the requirements of a doctoral thesis if the thesis sections were cut. Five committee members judged the thesis to be of average quality. However, the members did not give a specific assessment of the percentage of "plagiarism" in the thesis. One member did not agree to pass the thesis.
The council members unanimously assessed: After eliminating the "plagiarism" and duplication, the content in chapters 2 and 3 of the thesis still has scientific significance, demonstrating the efforts and contributions of the researcher. The duplication and "plagiarism" are concentrated in chapter 4, so the scientific and theoretical value in this chapter is almost gone.
According to the procedure, the conclusions of each council member were compiled and an official report was sent to Hue University, clarifying the extent of "plagiarism" beyond the 12 pages previously identified as violations.
The report was sent by Hue University to the Ministry of Education and Training on the conclusion of whether Ms. Hoa's doctoral thesis was "plagiarized" or not, and at the same time provided a solution.
