On November 20, the National Assembly held a discussion in the hall about the draft Law on Teachers. Up to 65 National Assembly members registered to speak about the draft Law.
Salary must go with quality and ethics
Contributing to the draft law, Deputy Duong Khac Mai ( Dak Nong Delegation) agreed with the proposal that teachers' salaries be ranked highest in the administrative career salary scale system. In addition, when ranking the highest salary, it must go hand in hand with the quality of the teaching staff because this is a decisive factor for high-quality human resources.
Recently, according to Mr. Mai, there are still some cadres and teachers who have violated the law and even had to be disciplined. Therefore, along with implementing specific policies, it is necessary to improve the quality of teachers who are good at their profession and meet the requirements of teachers' ethics.
Mr. Mai also proposed reviewing the regulations: “Preschool teachers; teachers working in particularly difficult areas such as ethnic minority areas, mountainous areas, coastal areas and islands; teachers at specialized schools and other specialized schools; teachers implementing inclusiveeducation ; teachers who are ethnic minorities and teachers in some specific professions are given priority in salary and allowance regimes higher than other teachers”.
According to Mr. Mai, the draft law should only prioritize higher salary and allowance regimes for preschool teachers, those working in mountainous areas, islands, difficult areas and teachers at specialized schools.
Regarding the regulation in the draft "teachers who are recruited and have their salaries increased by 1 salary level in the administrative career salary scale system", Mr. Mai suggested considering this issue because the first salary arrangement for teachers needs to be placed in the salary arrangement system for civil servants and public employees, and synchronized with other sectors. "Looking at the health sector, the training time to become a doctor is longer than that of a teacher, the work pressure and professional difficulty are no less, but this regulation has not yet been applied. Therefore, if there is this policy, it will only be applied to specialized teachers, preschool teachers, teachers in island and difficult areas, but there must be a commitment to work for 3-5 years" - Mr. Mai raised the issue.
Regarding the salary and benefits policy for teachers, Deputy Tran Quang Minh (Quang Binh Delegation) suggested objectively assessing the average income of teachers today compared to other fields in society in order to advise the Government on detailed regulations that are suitable to reality, ensuring preferential treatment but must be equal and fair to groups of subjects in the industry. Especially the general attraction regime, regional attraction in particular, preferential allowances for occupations, incentives in all levels of education, secondment, transfer, summer vacation, training and fostering regimes to avoid income inequality as well as creating loopholes, creating special privileges, thereby creating negativity in the promotion and appointment of educational management staff.
Teacher shortage is getting worse
Delegate Tran Van Tien (Vinh Phuc Delegation) proposed to supplement regulations on input criteria and standards for teacher training resources at teacher training institutions, in order to improve the input quality for future teachers, avoiding the situation like in many years, when enrollment for many teacher training institutions had the lowest input teachers according to the admission standards compared to many industries and fields.
Regarding the policies to support teachers stipulated in the draft Law, Mr. Tien said that the implementation of these support policies is only suitable for public educational institutions. He wondered whether teachers in non-public educational institutions are entitled to these support policies. "If not, it will create an imbalance, so I suggest that the drafting agency study this content to ensure fairness for teachers in society," Mr. Tien stated.
Concerned about the issue of teacher recruitment, as a teacher with more than 30 years of experience, and currently the Director of the Department of Education and Training of Thanh Hoa province, Deputy Tran Van Thuc (Thanh Hoa Delegation) reflected the reality that the current situation of local teacher surplus and shortage is increasingly serious. One of the basic reasons is that educational management agencies lack a leading role, so they cannot be proactive in recruiting and using teachers. The recruitment of teachers in public educational institutions is currently carried out according to general regulations on recruiting civil servants, however, this regulation is not really suitable for the specific professional activities of the teaching sector.
Mr. Thuc agrees and highly agrees with the regulations that give the education sector the initiative in recruiting teachers. This is a very important regulation that can immediately solve the difficult problems of teacher shortages in localities.
Delegate Huynh Thi Anh Suong (Quang Ngai Delegation) said that in reality, there is still a local surplus or shortage of teachers, and recruiting teachers to work in remote areas is still difficult, and some areas cannot even recruit teachers.
Ms. Suong suggested that there should be a unified focal point for education management, decentralization, and reasonable assignment to remove bottlenecks in recruiting and using teachers. At the same time, it is necessary to study and supplement regulations on reserving seniority allowances for teachers transferred to education management agencies.
According to Ms. Suong, the lives of some teachers are still difficult, they cannot make a living from their profession, and they have not received proper attention and protection from society. Therefore, it is necessary to pay attention to the lives and incomes of teachers, especially preschool teachers and young teachers. In addition, it is necessary to review and adjust the appointment and dismissal of teachers holding management positions in educational institutions.
