Delegate Duong Khac Mai (Dak Nong Delegation) said that Point a, Clause 5, Article 21 on the reservation of regimes and policies in the transfer of teachers stipulates: In the case of transferring teachers between publiceducational institutions, if the regimes and policies in the old position are higher than the regimes and policies in the new position, the regimes and policies of the old position shall be reserved for a maximum period of 36 months. The delegate suggested considering the reservation of the regimes and policies of the old position for a maximum period of 36 months, because it needs to be similar to the policies on cadres, civil servants and public employees. Teachers already have many preferential policies according to the current draft law. Therefore, the delegate suggested the reservation of regimes and policies for a period of 6 months or more, but not a maximum of 36 months. Some regulations on policy reservations for current cadres, civil servants and public employees are stipulated by the Government's Decree. Therefore, to be consistent, ensure consistency in regulations, and ensure that regulations under the authority of the Government, ministries and branches are not legalized, delegates proposed that the Government specify this content in detail. Regarding the salary and allowance policy for teachers, delegates highly agreed that teachers' salaries are ranked highest in the administrative and career salary scale and grade system. "This regulation will remove difficulties for teachers and the specific nature of the profession," the delegate emphasized. The delegate suggested that the highest salary in the salary grade must go hand in hand with the quality of teachers. Because of the importance and decisive role of the teacher system in improving the quality of education, it is of decisive significance for the development of high-quality human resources and human development to meet the requirements of industrialization, modernization and international integration. According to the delegate, in the recent past, the majority of teachers have very good qualifications, moral capacity and qualities, but there are still some teachers, including management staff, who violate professional ethics, causing sad stories to happen that must be dealt with. Therefore, the delegate emphasized that along with implementing the specific salary policy, in the process of enforcing the law, there must be regulations to improve the quality of the teaching staff. According to the delegate, we are attracting talent and when mobilizing these people to professional agencies to work as managers, they are often very good teachers working in schools. "When we have not yet built a job position to match the position of working in professional agencies, we must protect them and attract them to work. Because in reality, the allowance of managers or teachers working in professional departments of the Department of Education or the Department of Education is only 25%. Meanwhile, they will lose their teaching allowance by 30-35% and also lose their seniority allowance", the delegate cited. The delegate gave the example of a good teacher whose salary is 10 million VND at the school, but when he returns to the office, his salary is only 7 million VND. And behind those teachers are families to take care of and even lower salaries. So good teachers don't come back, and if they don't come back, they can't get good people. Meanwhile, we can't recruit a new student to do that job.
