Explaining and clarifying a number of issues raised by National Assembly deputies on the morning of November 5, Deputy Prime Minister and Minister of Finance Ho Duc Phoc stated that savings in regular expenditures were mainly in economic and urban public service units, purchasing, conference travel expenses and small purchases... The Deputy Prime Minister said that salaries and allowances were almost not saved. Meanwhile, the spending norms were issued by the Government at the beginning of the year. The budget allocation norms gradually decrease according to the staffing levels, specifically, for those under 100 staffing levels, the allocation norm is 70 million VND/staff; for those under 500 staffing levels and over 100 staffing levels, the allocation norm is 65 million VND; for those under 1,000 staffing levels, it is 61 million VND/staff and for those over 1,000 staffing levels, the allocation norm is 57 million VND. The Deputy Prime Minister stated that in reality, salaries accounted for 45%, the rest were other expenses. During the term, it is stipulated to reduce 10% of regular spending savings from the time of budget allocation. This is followed by a further 5% reduction in regular spending savings. In the report to the Government Standing Committee, the Ministry of Finance stated the revenue and expenditure situation of ministries and branches. "The norms were issued at the beginning of the term. However, a series of policies, including salary increases, have not changed the norms," said Mr. Phoc. In addition to saving regular expenses, the Deputy Prime Minister encouraged ministries, branches and localities to save other expenses such as overseas travel, business trips, etc. This year, the Government has proposed to reduce regular expenditures nationwide by 7,000 billion VND, of which 2,000 billion VND is in the central budget and 5,000 billion VND is in the local budget. Currently, the Government Standing Committee is directing to save expenditures in public investment. Previously, in the years 2009-2011, the Government had done this, and now, this work has been restarted. Specifically, saving from estimated norms to construction norms, saving in preservation, construction and transportation. This issue will be included in the bidding documents for organizing bidding. Regarding the difficulties in public investment and regular expenditures, Deputy Prime Minister and Minister of Finance Ho Duc Phoc said that there are currently shortcomings such as a lack of land for leveling, because according to regulations, land is a mineral, so it must follow the general process for minerals. The Deputy Prime Minister said that it is necessary to amend the regulations accordingly, or if the old viewpoint is still maintained, it is necessary to stipulate that land and mines should be granted to contractors constructing the route only for the purpose of building the route, prohibiting selling to the outside, and closing the mine immediately after completing the construction work. The Government will submit to competent authorities to decide on amending and supplementing this regulation. According to the reflection of National Assembly deputies, the allocation of the budget and the development investment plan must be innovated in form and method. However, the Deputy Prime Minister said that according to the law, the allocation of the budget must have full procedures to be implemented. The same goes for regular expenditures, there must be an approved estimate and unit price. The allocation of expenditure for science and technology must also have an approved budget and norms. In the coming time, the Government will innovate in regular and investment expenditures. Accordingly, the provinces will allocate the budget according to regulations.
