Reason for the Tax Department's urgent dispatch requesting the temporary suspension of tax inspection

(Dan Tri) - Regional tax branches are required to temporarily suspend tax inspection decisions at taxpayers' headquarters until their apparatus is reorganized.

The Tax Department ( Ministry of Finance ) has just sent an urgent dispatch to regional tax branches regarding tax inspections at taxpayers' headquarters.

The Department requests that with the inspection decisions that have been issued and are being implemented, the inspection teams quickly complete the inspection to issue administrative handling decisions in accordance with legal regulations. The entry of data on inspection results into tax industry applications must be completed before July 1.

Regional tax branches are required to temporarily suspend all issuance of inspection decisions until the work of restructuring the apparatus is completed.

The above requirements aim to ensure that tax inspection work is not interrupted, and that the handover of work documents related to the tax inspection field is timely, quick, and highly effective immediately after the organization of the apparatus during the implementation of the arrangement and merger of provincial and communal administrative units and the organization of the 2-level local government system and the consolidation of the apparatus of a number of units under the Ministry of Finance.

Previously, in the draft amendment to Decree 29/2025, the Ministry of Finance proposed to reorganize the tax system in a direction consistent with the current two-tier local government model and provincial-level administrative unit organization. The new model is expected to take effect from July 1.

The Ministry proposes to convert the current model of 20 regional tax branches into 34 provincial and municipal tax units (an increase of 14 units). At the same time, 350 district-level tax teams will also be converted into corresponding units under provincial and municipal tax to manage at the commune level.

From March 1, the General Department of Taxation will be transformed into the Tax Department, operating under a 3-level model, including 12 central departments, offices and equivalents, 20 regional tax branches and 350 district-level tax teams.

However, according to the Ministry of Finance, the regional tax branch model has created many difficulties in operations and personnel management. For example, after being arranged according to regional or inter-district areas, the tax authority manages a large, dispersed area, with areas of over 30,000-40,000 square kilometers, and the distance from the farthest place to the headquarters of most areas is over 100 kilometers.

The workload of regional tax authorities has also increased 3-4 times compared to before. Therefore, in areas where there is no headquarters, it is difficult to advise and coordinate with local authorities in managing and implementing measures to prevent tax losses.

In addition, consulting with local Party committees and authorities in tax collection management in the area is also difficult, because localities often hold conferences at the same time and always require unit heads to attend meetings; coordination with localities in tax management is also difficult because the Tax Department manages budget collection in many areas and is therefore under the direction of many localities.

Meanwhile, each locality has a different socio-economic development plan, and the direction and management of the provincial and municipal Party Committees also has its own characteristics. Therefore, it will be difficult to unify the direction of organizing and managing revenue collection and implementing measures to prevent revenue loss when implementing the political tasks of the regional tax departments in many provinces and cities.
