Cherki is valued at around £35m, after scoring 12 goals for Lyon in the 2024/25 season, including a double against Manchester United in the Europa League.
Rayan Cherki is also a member of the French Olympic team that won the silver medal at the 2024 Paris Olympics.
Speaking last month, Cherki revealed Lyon will always be in his heart even if he moves on this summer.
When asked about the future, the 21-year-old midfielder replied: "I don't know. Anyway, I know I have given my all for the club.
I do everything I can for Lyon, because it is a club that I will never forget - the club will always be in my heart.
I stayed when many other players left. Today, I have no regrets. Whatever happens, I will give my all for Lyon until the last minute."
Also in another related development, Man City made a £50 million offer to buy Tijjani Reijnders from AC Milan.
The plan is for Reijnders to register for the Club World Cup, which begins in Philadelphia (USA) on June 18.
If Man City succeed in recruiting Cherki and Reijnders, the prospect of Morgan Gibbs-White moving from Nottingham Forest will be very low.
