The Deputy Prime Minister expressed his emotion when, on behalf of the Party and State leaders, he visited, worked with and extended New Year greetings to the Party Committee, government and ethnic people of Lai Chau province, a borderland, a fence, and the headland of the Fatherland.

Conveying the warm regards of General Secretary Nguyen Phu Trong, Party and State leaders and his personal affection to the Party Committee, government and people of the whole province, the Deputy Prime Minister wished everyone and every family a happy, warm, prosperous and fulfilling Tet holiday and a new year of peace and prosperity.

Focus on poverty reduction in every economic development policy

Providing information on some outstanding socio-economic results, the Deputy Prime Minister said that the country has overcome the difficult year of 2023 with the whole year's economic growth reaching 5.05%, among the high growth groups in the region and the world, the economic scale reaching about 430 billion USD.

In the midst of common difficulties, Vietnam has made important marks, recognized and highly appreciated by the international community. While global food prices are escalating, we have still stabilized the market, ensured domestic consumption, and made an especially important contribution to global food security.

In 2023, the whole country had over 220,000 newly registered enterprises and returned to operation, creating job opportunities and stabilizing income for workers. This is a very encouraging signal, especially for workers and laborers across the country.

Promoting the tradition of mutual love and support of the nation and the good nature of our regime, the Party and State always pay special attention to taking care of people's lives, eliminating hunger and reducing poverty, considering this an urgent requirement, a key and strategic task of the process of rapid and sustainable development of the country.

The Party and the State have devoted huge resources to implementing social security policies, especially implementing three target programs: Building new rural areas; socio-economic development in ethnic minority and mountainous areas; sustainable poverty reduction. Lai Chau province is also one of the localities that has benefited from and implemented comprehensively and extensively.

The whole country, including Lai Chau, is also making efforts to effectively implement the policy of gratitude and mobilizing social resources to care for the lives of 1.13 million people with revolutionary contributions and their relatives.

With these joint efforts, the multidimensional poverty rate in 2023 will be 2.93%, down 1.1%. Vietnam is considered by the international community as a bright spot in the world in the fight against poverty. According to the World Happiness Report 2023, Vietnam rose 12 places compared to the previous year, from 77th to 65th out of more than 150 countries and territories evaluated.

Along with achievements in economic development, Lai Chau has focused on poverty reduction in each economic development policy. The average income per capita in 2023 is estimated at 47 million VND. The multidimensional poverty rate decreased by 4.66% compared to 2022.

The province has implemented effective models to help each other develop the economy and ensure sustainable livelihoods; presented gifts and supported 3,700 poor households; 2,300 union members and workers in difficult circumstances; the Border Guard Command has successfully implemented the program "Spring on the border warms the hearts of the villagers" to 13/13 border posts and 44/44 border villages.

Innovation and improvement of the quality of social policies

Sharing some good news with the people, union members, and workers in the first days of the new year, the Deputy Prime Minister said that the Central Committee has issued Resolution No. 42-NQ/TW on continuing to innovate and improve the quality of social policies; many policies for people with meritorious services, ethnic minorities, people in difficult circumstances, and remote areas. These include policies on employment, social insurance, unemployment insurance, health insurance, social assistance, education, health, culture, information, housing, clean water, and environmental sanitation.

According to the Deputy Prime Minister, 2024 will see many innovations and improvements in the quality and sustainability of social policies. For example, in the sustainable poverty reduction policy, Resolution 42-NQ/TW requires classifying disadvantaged, vulnerable, and unable to work groups to maintain social assistance and social security; creating jobs in various forms for those who are still able to work.

"The Government, ministries, branches, localities and Lai Chau province will implement and put Resolution 42-NQ/TW into practice, at which time the lives of people, laborers and workers will be improved," said the Deputy Prime Minister.

Recently, the Government has decided to implement a project of 1 million social housing apartments for low-income workers, officials and civil servants. The Deputy Prime Minister said that he recently visited a social housing area with practical and appropriate support policies so that low-income workers and laborers can "settle down and have a happy life".

The Ministry of Construction, the State Bank, the Vietnam General Confederation of Labor and localities are striving to complete about 130,000 apartments for low-income earners and workers.

In the recent extraordinary session, the National Assembly passed the Land Law (amended) with specific policies to address issues of residential land, production land, land use under forest canopy, etc.

Also at this session, the National Assembly issued a Resolution to remove difficulties to speed up the implementation of the national target program on poverty reduction and development of ethnic minority and mountainous areas.

"The Provincial Party Committee, People's Council and People's Committee of Lai Chau province need to pay attention and direct to ensure that the State's policies reach the right subjects and deploy resources effectively," the Deputy Prime Minister noted.

In 2024, the National Assembly will pass the Law on Social Insurance, the Law on Employment (amended), the Law on Health Insurance and wage reform.

The Deputy Prime Minister asked ministries and branches to pay attention to supporting Lai Chau to speed up the progress of investment projects, especially technical and social infrastructure, to promote development and create more jobs.

The entire political system, military and police units need to be vigilant, not to be passive and surprised by any situation, and to ensure absolute security and safety for our compatriots and people to enjoy Tet and welcome Spring.

Lai Chau provincial Party Committees and authorities continue to pay attention and have policies to support poor and near-poor households in terms of jobs and sustainable livelihoods, especially those who are no longer able to work to ensure their livelihoods.

Organize practical activities to support families to celebrate Tet "together, warm, full" bringing spring love to each village, each family. In particular, pay attention to visiting and encouraging soldiers at the border, police force, doctors, teachers and workers on duty in remote areas.

The Deputy Prime Minister also appreciated organizations, individuals, and the business community for continuing to accompany the Party, State, Government, Vietnam Fatherland Front, and Vietnam General Confederation of Labor, joining hands, carrying out practical activities, and contributing more to poverty reduction and ensuring social security.

"We will continue to set out solutions to achieve the goals of sustainable poverty reduction, eliminating temporary housing, and rearranging residential areas in remote areas to adapt to climate change," the Deputy Prime Minister expressed.
