(CPV) - Associate Professor, Dr. Le Hai Binh, alternate member of the Party Central Committee and Editor-in-Chief of the Communist Magazine, emphasized that the Capital Law has removed many administrative barriers, removed bottlenecks, met the increasing development needs of Hanoi in the context of rapid urbanization, and at the same time cleared the legal framework for the capital city of Hanoi to develop sustainably and modernly.


Associate Professor, Dr. Le Hai Binh, Alternate Member of the Party Central Committee, Editor-in-Chief of Communist Magazine, delivered a keynote speech at the conference.

On November 14, the Hanoi City Party Committee, People's Council, and People's Committee coordinated with the Editorial Board of the Communist Magazine to organize a scientific workshop "Implementing the Capital Law No. 39/2024/QH15: Some theoretical and practical issues".

Attending the workshop were comrades: Associate Professor, Dr. Le Hai Binh, Alternate Member of the Party Central Committee, Editor-in-Chief of the Communist Magazine; Nguyen Van Phong, Permanent Deputy Secretary of the Hanoi Party Committee; Pham Qui Tien, Vice Chairman of the Hanoi People's Council; Pham Thi Thanh Mai, Deputy Head of the City's National Assembly Delegation, along with representatives of the Communist Magazine Editorial Board, representatives of relevant ministries and branches of the Central Government, and leaders of relevant units of the city.

Speaking at the workshop, Associate Professor, Dr. Le Hai Binh said that on June 28, 2024, the 15th National Assembly passed the Capital Law (Law No. 2024/QH15). The Law will take effect from January 1, 2025. The Capital Law (amended) was issued to meet the goals set out in the Resolution of the Politburo on the direction and tasks of developing the capital Hanoi by 2030, with a vision to 2045. The Capital Law was issued to stipulate the principles of management, protection and development of the capital Hanoi, creating a legal foundation for building Hanoi into a civilized, modern and sustainably developed urban area. “The Capital Law has removed many administrative barriers, removed bottlenecks, met the increasing development needs of Hanoi in the context of rapid urbanization, and at the same time opened up legal framework for Hanoi to develop sustainably and modernly,” emphasized comrade Le Hai Binh.

Associate Professor, Dr. Le Hai Binh stated that the workshop was organized to clarify theoretical and practical issues to promote the promulgation of the Capital Law (Law No. 2024/QH15); to promote awareness of the significance and role of the Capital Law in the construction and development of the Capital; to identify the Capital Law in the new context, new conditions, and to analyze the opportunities and challenges in implementing the Capital Law. Along with that is the roadmap, responsibilities, and coordination of all levels, sectors, and localities in implementing the Capital Law in specific fields and contents...

At the workshop, delegates focused on clarifying, analyzing, emphasizing the feasibility, consistency, and synchronization of the Capital Law with the country's current system of policies and laws, and analyzed and clarified the outstanding special mechanisms and policies for the Capital.

Delegates emphasized the need to implement the Law on the Capital in a timely manner, thereby creating opportunities for Hanoi to have "opening" policies, breakthroughs, and superiority in the economic and social fields. The workshop proposed to build a system of documents, regulations, and solutions to concretize specific and superior mechanisms and policies to promote the rapid and sustainable development of the Capital, contributing more to the cause of national development.

Speaking at the workshop, Prof. Dr. Tran Ngoc Duong, former Deputy Head of the National Assembly Office, said that the city needs to perfect the model of effective and modern capital governance, building, developing, managing and protecting the capital. In particular, it is necessary to urgently build and develop the capital according to the capital planning and the capital's general planning, ensuring the construction of a civilized, modern, sustainable capital, a clean living environment, water security with the Red River as the green axis; and harmonious urban development on both sides of the city's river.

Concerned about the issue of agricultural and rural development, Dr. Cao Duc Phat, former member of the Party Central Committee and former Minister of Agriculture and Rural Development, affirmed that Hanoi is a pioneering locality in the country in agricultural development, with 100% of communes meeting new rural standards and 40% of communes meeting advanced new rural standards.

Dr. Cao Duc Phat said that Hanoi's agricultural and rural development also faces many challenges when the agricultural land fund is decreasing rapidly, the efficiency of land use is not high, and the productivity of rice land is not high. Therefore, Dr. Cao Duc Phat emphasized that, in order to promptly meet the development requirements of a number of key areas related to agricultural and rural development, the city needs to soon have policies on policies to encourage the development of high-tech agriculture and digital agriculture. At the same time, the city should soon have policies, orientations and mechanisms for urban agricultural development. Especially building an agriculture that responds to climate change.

Associate Professor Dr. Nguyen Anh Tuan, Chairman of the Council of Hanoi Capital University, said that Hanoi must clearly identify key industries with high development potential and in line with the city's development orientation such as digital technology, information and communication technology, biotechnology, new materials technology, semiconductor industry, manufacturing - automation technology, environmental technology, carbon emission reduction, climate change response, finance, services... At the same time, the city needs to increase investment in training and research programs in these fields, in order to provide high-quality human resources to meet market demand.

Standing Deputy Secretary of the Hanoi Party Committee Nguyen Van Phong delivered a concluding speech at the workshop.

Concluding the workshop, Permanent Deputy Secretary of the Hanoi Party Committee Nguyen Van Phong said that this was the first time the city organized a large scientific workshop to deploy and concretize the contents of the Capital Law after it was passed by the National Assembly.

Comrade Nguyen Van Phong highly appreciated the opinions of experts and scientists who were enthusiastic, responsible, frank, specific, focused on important and difficult contents, contributing to the city solutions and methods to implement the Law on the Capital City soon into practice, especially, removing bottlenecks to create new momentum for Hanoi to develop quickly and sustainably.

Based on the opinions presented at the workshop, comrade Nguyen Van Phong requested the People's Council, People's Committee of the city and relevant units to seriously absorb them to concretize them into the contents of the Law under the authority of the city./.
