The above content is included in the regulations on extra teaching and learning, recently issued by the People's Committee of Ninh Binh province.
Accordingly, the Provincial People's Committee strictly regulates the responsibilities of theeducation sector, relevant departments, branches, localities, principals, and tutoring facilities.
The regulation clearly states that tutoring facilities must ensure that each tutoring class has no more than 40 students; must not organize tutoring or extra learning on holidays and Tet holidays in the year according to Government regulations; must not organize tutoring or extra learning before 7:00 a.m., from 11:30 a.m. to 1:30 p.m. and after 9:30 p.m. every day.
Each extra class should not exceed 2 hours/day and there must be time for students to rest in between classes.

Ninh Binh province requires principals to update and publicize the list of teachers who teach outside on the website. At the same time, schools must report this to the management agency at the beginning of each semester and at the end of each school year.
Regarding extracurricular teaching activities, the Department of Education and Training directs schools to manage extracurricular teaching activities of teachers according to regulations, and at the same time requires teachers to spend time on self-study, self-improvement, participate in organizing extracurricular activities for students, and strive to better complete assigned tasks.
Before Ninh Binh, several provinces and cities announced guidelines on the management of extra teaching and learning. However, few localities have detailed regulations on the time of extra teaching. Most recently, Ho Chi Minh City plans to ban extra teaching facilities from operating after 8 p.m. to ensure the health of students.
Circular 29 on management of extra teaching and learning of the Ministry of Education and Training takes effect from February 14. Schools are only allowed to teach extra classes for free to three groups of students, including: groups with unsatisfactory results; groups selected to nurture excellent students; and final year students who voluntarily register for exam preparation.
For extra-curricular tutoring, individuals and tutoring organizations must register their business and publicly disclose information about tuition fees and duration. In addition, teachers are not allowed to collect tutoring fees from their regular students.
