Illiterate people are still granted driving licenses, a story that sounds like a joke

Lao Dong Newspaper reported that the People's Court of Kon Tum City, Kon Tum Province has just sent a document to the Department of Transport of Thua Thien Hue Province and Hue College of Transport regarding coordination in working related to the suspicion that an illiterate person was granted a B2 class car driving certificate by Hue College of Transport.

According to the document of Kon Tum City People's Court, Mr. Tran Van N (born in 1973, residing in Kon Tum City) is the plaintiff in a civil case accepted by Kon Tum City People's Court. During the process of resolving the case, Mr. Tran Van N stated that he was illiterate.

However, the process of collecting documents and evidence of Kon Tum City People's Court shows that Mr. N was granted a primary certificate of completion of the B2 class car driving training program, number 31399, certificate book number 463/17, by Hue College of Transport.

If the verification results between the parties show that Mr. N's illiteracy is real and his driver's license issued by Hue College of Transport is real, then this will be a joke and unprecedented.

Because according to the regulations, people who learn to drive a class B2 car must be able to read and write Vietnamese. And an illiterate person of course cannot pass the theory test.

Remember in early 2023, public opinion was also shocked by another story of illiteracy when authorities discovered that the Director of the 50-17D Vehicle Inspection Center in Nha Be District (HCMC) had only studied up to grade 3 and was illiterate.

However, an illiterate person being a director has not caused any deaths and does not “prepare” for the risk of causing deaths. However, an illiterate person, which means being blind or ignorant of traffic laws, is allowed to drive a car on the road, so the risk of causing harm to himself and other road users is always present.

And at this time, not only must the driving training at Hue College of Transport be thoroughly inspected by the authorities, but the responsibility of the five examiners of this school - whose names are in the summary record of the driving test results on February 28, 2017 for Mr. Tran Van N - must also be clarified.

It is not by chance that the car driving test is becoming more and more difficult, with more content and longer in time. And recently, although there have been many proposals to remove the simulation test in the car driving test which is very difficult and makes many people give up, however, talking to Lao Dong, Mr. Nguyen Xuan Cuong - Director of the Road Department said that he will continue to keep the simulation test in the car driving test and only check to modify and reduce the difficulty.

Among the many types of degrees that every person must have to earn a living, a driver's license is one of the degrees that requires the owner to study hard, take the real test, and pass the real test. Because behind this degree are matters related to the lives of many people.

So, faking education, taking fake exams, and issuing fake driving licenses in any form is synonymous with indirectly aiding and abetting crime!
