Fees for services and support for educational activities in public schools

(Dan Tri) - According to the Department of Education and Training of Ca Mau province, service fees to support educational activities are implemented according to democratic and public agreements between the school and the students' families.

On October 7, according to a source from Dan Tri reporter, the Department of Education and Training (DoET) of Ca Mau province has just issued instructions to public educational institutions in the area on the implementation of service fees to serve and support educational activities.

Specifically, the fee for boarding meals (kindergarten, primary school) is not more than 50,000 VND/student/day (including student meals, boarding care, service equipment and support for cooking utensils and tools).

According to the Department of Education and Training, the organization of boarding meals at schools depends on the needs of students' families, the conditions and capabilities of the school. The fee for boarding meals is agreed upon between the school and students' families at each time and at market prices, but must ensure food hygiene and safety, adequate nutrition and not exceed the prescribed fee.

"Schools must follow the principle of collecting enough to cover expenses, not for profit purposes; and at the same time, have the consensus and approval of local authorities," the Department of Education and Training of Ca Mau province noted.

Ca Mau has issued specific regulations on a number of revenues to serve and support educational activities at public educational institutions (Illustration: Nhat Linh Dan).

Educational facilities that keep and care for students after 5:00 p.m. to 6:30 p.m. on weekdays will charge a maximum of VND10,000/student/hour; that keep, care for, nurture, and educate students on Saturdays and Sundays from 7:00 a.m. to 5:00 p.m. will charge a maximum of VND100,000/student/day; that care for, nurture, and educate students during summer vacation from 7:00 a.m. to 5:00 p.m. will charge a maximum of VND90,000/student/day.

According to the Department of Education and Training, the organization of care, nurturing, and extracurricular education for students depends on the needs of the family, the conditions, and the ability of the educational institution to meet them. Before implementing and signing an agreement with parents, the school must develop a specific action plan for each content and submit it to the Chairman of the People's Committee of the commune or ward for approval.

"The collection level is according to the agreement but does not exceed the regulations and is collected according to the actual number of months, days and hours," the Department of Education and Training of Ca Mau province clearly noted.

The maximum collection fee for cleaning schools, classrooms, and sanitary facilities for primary schools is 15,000 VND/student/month; for secondary and high schools, the maximum collection fee is 10,000 VND/student/month.

The Department of Education and Training of Ca Mau province said that currently, schools only have one labor contract, so cleaning the school yard, classrooms, and sanitation facilities does not ensure hygiene and health for students, especially during recess.

Therefore, in order to ensure that the school yard, classrooms and sanitation facilities are always clean, safe and healthy for students, the school must collect money for labor contracts, purchase cleaning tools, equipment, chemicals, etc. and other related expenses.

"Depending on the conditions and number of students of each school, the school will negotiate with parents an appropriate fee level, collecting enough to cover expenses, not exceeding the prescribed level," the Department of Education and Training stated.

Maximum fee is 100,000 VND/month/student for English familiarization with Vietnamese teachers (2 sessions/week, 1 period (30 minutes)/session); maximum fee is 100,000 VND/month/student for teaching extracurricular subjects (2-3 periods/week).

The Department of Education and Training of Ca Mau province requires that the program only be applied at preschools that meet the prescribed requirements and the voluntary participation of students' families.

In addition to the above-mentioned ceiling collection rates, the Department of Education and Training of Ca Mau province also notes the collection rates without ceilings; exemption and reduction of collection fees for students.

The above revenues are applied according to Resolution No. 11/2023/NQ-HDND dated July 14, 2023 of the People's Council of Bac Lieu province (old) within the scope of Ca Mau province (new).
