On January 17, in Hanoi , Vietnam Social Security held a national online conference to deploy social insurance and health insurance work in 2024. Deputy Prime Minister Le Minh Khai attended and directed the conference.
Comrade Tong Quang Thin, Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee chaired the conference at Ninh Binh bridge. Also attending were leaders of relevant departments and branches; leaders of districts and cities.
The report at the conference stated that in 2023, the whole country had completed the target of social insurance and health insurance coverage. In particular, the health insurance coverage rate reached 93.35%, exceeding by 0.15% compared to Resolution 01/NQ-CP of the Government with over 93.3 million participants, approaching the goal of universal health insurance. The amount of late payment of social insurance and health insurance in 2023 accounted for 1.69% of the receivables. This is the lowest late payment rate since 2016.
Vietnam Social Security has also done a good job of disseminating social insurance policies and laws; the settlement and payment of social insurance and health insurance policies and regimes have always been fully and promptly ensured; control against fund profiteering has been strengthened, contributing to supporting and stabilizing the lives of workers...
Vietnam Social Security has set the target for 2024: the rate of working-age workers participating in social insurance will reach about 42.7%; the rate of working-age workers participating in unemployment insurance will reach about 34.18%; the rate of population participating in health insurance will reach about 94.11%. The motto of action in the whole industry is "Solidarity, discipline, flexibility, creativity, professionalism, efficiency, innovation, development, and excellent achievements towards the 30th anniversary of the establishment of Vietnam Social Security".
At the conference, delegates focused on discussing, making recommendations and proposals to promptly resolve difficulties and obstacles; identify challenges... to effectively implement groups of solutions, striving to achieve the goals set for 2024.
Concluding the conference, Deputy Prime Minister Le Minh Khai acknowledged and commended the efforts made by the social insurance sector in 2023, especially in the context of many socio-economic difficulties and challenges. At the same time, he emphasized that in 2024, the socio-economic situation will still face many difficulties and challenges. Therefore, in order to complete the targets and tasks of 2024, the Vietnam Social Insurance sector needs to be determined to implement key solutions such as: continuing to closely follow the policies, guidelines, orientations and directions of the Party, the National Assembly and the Government, promptly concretizing them into goals, tasks, solutions, programs and work plans for implementation throughout the sector; closely coordinating with sectors and levels to propose and recommend to competent authorities to amend and supplement social insurance and health insurance policies and laws accordingly; proactively, flexibly, promptly and effectively responding to policies on new, difficult and sensitive issues; Further innovate the content, form and communication methods so that people can best access information on social insurance and health insurance; exploit and maximize the effectiveness of IT and the industry's database to check and prevent fraud and fund profiteering.
The People's Committees of provinces and cities continue to direct departments, branches, sectors, and authorities at all levels to closely coordinate with the Social Insurance sector in implementing social insurance, unemployment insurance, and health insurance policies in the area. At the same time, include targets and plans for implementing the roadmap for developing social insurance, health insurance, and unemployment insurance participants in resolutions and action programs, identifying this as one of the important targets for local socio-economic development...
