The US Secretary of State said that the Ukrainian army was stronger than previously thought and would regain much territory in the counter-offensive.
"The capabilities of the Ukrainian military 1-3 months ago were not the same as they are now, including the ability to launch a counterattack and deal with Russian forces," US Secretary of State Antony Blinken said on May 3, referring to US intelligence assessments of Ukraine's military strength in recently leaked classified documents.
In a leaked classified report, US intelligence said Ukraine lacked heavy weapons, ammunition and personnel, and could therefore "achieve only modest territorial gains" in a counter-offensive. However, Mr. Blinken said these classified documents "only represent the views at a specific time and are not immutable".

Secretary of State Blinken affirmed that the West has provided Ukraine with a large amount of weapons and many military training courses. He expressed confidence that "Ukraine will succeed in regaining more territory" when launching a counter-offensive campaign, while Russia has not achieved the goals they set when launching the war.
Following the leak of classified documents, Ukrainian President Volodymyr Zelensky said he was not informed by the White House and only learned about it through the US media. Mr. Zelensky said the leak of documents was not beneficial to Ukraine, nor to the reputation of the White House and the US.
Mr. Blinken said he spoke with Ukrainian Foreign Minister Dmytro Kuleba after the leak of classified documents. During the conversation, Secretary of State Blinken announced that the US "regrets the unauthorized disclosure of these documents."
Secretary of State Blinken said Ukraine and many other countries were benefiting from information provided by US intelligence agencies, including large-scale electronic surveillance programs. According to Mr. Blinken, US partners have not expressed anger at Washington over the leak of classified documents.
