The US-China competition is increasingly shifting to cyberspace and the digital universe, targeting an invisible but key resource.

China has accused the US of stealing secrets and hacking into its National Time Center. Serious breaches could disrupt communications networks, financial systems, power supplies and even international standard time.

Time is a fundamental factor that helps all other activities operate. The domestic news site Economic Observer said that this is one of the most serious time security breaches, taking place in the context of increasing conflicts between the two sides.

On October 19, China’s Ministry of State Security announced that the US National Security Agency (NSA) had stolen sensitive information from its National Time Service Center. The NSA’s targeting of this sector is seen as a covert effort to interfere with and manipulate the “clockwork” that runs Chinese society.

The NSA exploited a vulnerability in the text messaging service of a foreign phone brand and used special tools to conduct high-intensity intrusions. China claims to have collected evidence of the attack and defeated the US's infiltration and sabotage plots.

According to the Chinese Ministry of Public Security, the attacks were planned and carried out over a long period of time. Since March 2022, the NSA has begun exploiting this vulnerability to gain control of employees' phones at the Time Service Center.

The attacks were reportedly carried out mainly between midnight and dawn in China's time zone. The NSA used virtual private servers located in the United States, Europe, Asia and elsewhere to conceal their origins, using fake digital certificates to bypass anti-virus software and erase traces of the attacks.

The US Embassy in Beijing did not directly respond to the allegations, but instead said that cyber actors based in China had penetrated the networks of major US and global telecommunications providers to conduct a large-scale and serious espionage campaign, according to Reuters.

The National Time Center is a research institute under the Chinese Academy of Sciences, responsible for creating, maintaining and broadcasting the country's standard time. The precise time services it provides have a profound impact on many industries, both civil and military .

“Even the smallest time errors can have serious consequences,” said Wei Dong, deputy director of the General Office of the National Timing Center. Errors of milliseconds can disrupt the timing of power grids and lead to widespread power outages, stock market fluctuations, and misalignment of spacecraft.
