On December 29, 2023, in Hanoi, the Ministry of Information and Communications (MIC) held a conference to review the work in 2023 and deploy tasks for 2024. Deputy Prime Minister Tran Luu Quang attended and directed the conference.

Speaking at the conference, Deputy Prime Minister Tran Luu Quang affirmed that the Vietnamese IT industry is playing an important role, because digital transformation is both the goal and the driving force of the country's development. In particular, digital transformation is an important part of administrative reform.

"Taking shortcuts and taking the lead to close the gap with developed countries can only be done through science and technology, digital transformation, and innovation," the Deputy Prime Minister emphasized.

According to the Deputy Prime Minister, one of the biggest barriers to digital transformation is institutions and policies. Accordingly, in addition to developing circulars and decrees and amending old decrees that are no longer reasonable, the Ministry of Information and Communications must quickly, urgently and in accordance with standards.

Reporting on the summary of information and communication work, Minister of Information and Communications Nguyen Manh Hung said that in 2023, the national digital transformation with the dual goal of developing digital government, digital economy, digital society; and forming strong Vietnamese digital technology enterprises to reach out to the world will be increasingly spread deeply and widely nationwide, leaving no one behind in the comprehensive digital transformation of the entire population, and has achieved positive results.

"Up to now, we have met the conditions for national digital transformation associated with the central task of developing the country's socio-economy," the Minister emphasized.

Universalizing digital infrastructure, creating momentum for economic growth

Minister Nguyen Manh Hung said that 2024 will be the year of popularizing digital infrastructure, popularizing the fundamental elements of digital transformation, developing digital applications to develop the digital economy, creating new momentum for economic growth and increasing labor productivity.

Vietnam's digital infrastructure includes: telecommunications infrastructure, IOT infrastructure, computing infrastructure and data infrastructure, and infrastructure providing digital technology as a service.

Vietnam's digital infrastructure has super-large capacity, super-wide bandwidth, sustainable universality, green, smart, open and secure.

"This infrastructure must be prioritized for investment, modernization and one step ahead to promote national digital transformation," the Minister affirmed.

Minister Nguyen Manh Hung emphasized that 2024 is also the year that the press, publishing and media sectors will consider cyberspace as the main front, with the perception of Winning and Losing through cyberspace.

"This task ensures both the digital transformation of journalism and a healthy cyberspace, handles bad and toxic information online, manages cross-border digital platforms operating in Vietnam and must comply with Vietnamese laws," said the Minister.

2024 will be the year of strong application of AI and virtual assistants. Minister Nguyen Manh Hung said that with 120,000 documents and institutions in the legal system, it has exceeded the processing capacity of individuals. This number continues to increase every year.

So the only solution now is to let AI handle big numbers, humans handle small numbers. Small numbers require a lot of imagination, a lot of creativity, and that is the strength of humans. Large numbers make humans feel uncomfortable, find it difficult to do, and tend to avoid doing them. And now AI can do it, and do it much better.

"Many civil servants today are afraid of responsibility and do not dare to do it, partly because they cannot fully understand and know all the regulations of the law. A digital working platform through a virtual assistant to help civil servants, at least 70-90% of the work with too much data will be handled by the virtual assistant. Thus, labor productivity increases, work quality increases and human work will also be more interesting because it focuses on creative work", said Minister Nguyen Manh Hung.
